HomeMy WebLinkAboutRDA STREET IMPROV'S 10-04-82DATE: SEPTEMBER 21, 1982 · 'gEVELOPMENT AGENCY 10-4-82 Inter-Corn TO: WILLIAM HUSTON, EXECUTIVE DIRECTOR TUSTIN COMMUNITY REDEVELOPMENT AGENCY FROm: DALE WICK, ASSISTANT CITY ENGINEER SUBJECT: EL CAMINO REAL/MAIN STREET IMPROVEMENTS - PROPOSED DESIGN CHANGE FROM APPROVED PLANS DUE TO 4 LARGE TREES RECOMMENDATION: I! is recommended that the Tustin Community Redevelopment Agency, at their meeting of October 4, 1982, authorize either: ALTERBUkTE "A" Authorize removal of trees no. 1,3, & 4 per Exhibit I'A" & "B" attached and replace with 42" boxed Ficus trees. ALTERNATE "B" Authorize realignment of the new curb around 4 Camphor trees to 24' from centerline and delete 6 parking spaces per Exhibit "A" attached. BACKGROUND: There are four large camphor trees located on the west side of E1Camino Real extending north from 462 E1Camino Real. The location of the trees is shown in plan view on Exhibit "A" attached. Photographs of the four trees are shown on Exhibit "B" attached. The design engineer called to the City Engineering Division's attention the fact that the proposed approved location of the new curb at 28' from centerline is too close to three of these trees and, because of the tree size, we will probably have to replace the new curb again in a year or so. In addition, if the curb is installed at the approved location, we will be faced with curb replacement as a continual problem. As can be seen from the photographs, trees no. 1,3, & 4 are the problem trees. The roots from tree no. 4 have actually grown out over the top of the existing curb. The existing curb is also located at 28' from centerline. We have reviewed this problem with Hugh West, Street Maintenance Superintendent, and he feels that the trees are becoming too large for their confined growing area. He said that what happens is the top branches will die off to compensate for their confined space, creating a possible hazard from dead, falling limbs. It is Hugh's feeling that if the trees are to remain, they definitely must be given a larger growing area. The Engineering Division feels that, although the trees are very beautiful, the long-term best solution to the problem would be Alternate "A", which provides for removing trees no. 1,3, & 4 and replacing them with 42" boxed Ficus trees. We have a bid item for 42" boxed trees at $1,070.00 each. This alternative would preclude the removal of six parking spaces and preserve the original intention of the Agency, when they approved the plans, of not removing any existing parking spaces. EL CAMINO REAL/MAIN STREET IMPROVEMENTS PROPOSED DESIGN CHANGE SEPTEMBER 21, 1982 PAGE TWO If the new curb is realigned around the trees as proposed in Alternate "B" and as shown on Exhibit "A", the 24' from centerline width proposed would eliminate six on-street parking spaces.
