(2)TO: TH RU: F ROM: TUSTIN COMMUNITY REDEVELOPMENT AGENCY BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DALE WICK, ASSISTANT CITY ENGINEER SUBJECT: STATUS REPORT - EL CAMINO REAL/MAIN STREET IMPROVEMENTS Subject project has been under construction for seven weeks as of the date of this report and the purpose of this memo is to keep you informed of problems encountered, costs, and anticipated completion date. PROBLEMS~ The inspector assigned to the project by Berryman & Stephenson Inc. is doing a good job of coordinating with his office and resolving technical problems which develop daily and City staff has not had to become too involved with this phase of the work. There are no known major construction errors to date. On a project this complex, we usually would expect a few construction mistakes. We feel that this is largely due to the fact that the inspector is on top of everything that is going on. However, much more City staff time than was originally anticipated is being spent on public relations work - resolving complaints, etc. We keep a daily log of problems/complaints which develop and how they were resolved. This log is available for Agency inspection in the Engineering Division office. To date 54 problems/complaints have been received and entered into the log. PHASE IA - E1Camino Way between Freeway and E1Camino Real. PHASE II - West half E1Camino Real between Main & First and south half Main St. between "C" & Prospect. PHASE III- West half E1Camino Real between Newport and Main St. PHASE IV - East half E1 Camino Real between Newport and Main St. The contract completion date has been extended 5 days from 120 calendar days to 125 calendar days due to 3 days for added work and 2 days due to rain. This has moved the contract completion date from Nov. 29, 1982 to Dec. 4, 1982. At the contractor's present rate of progress, it appears that this date will not be met. Phase I will be essentially completed by Sept. 24, 1982 or after 8 weeks. Tabulated below is the estimated completion time for each phase of the work. This estimate is based on the dollar value of the work remaining in each phase divided by the contractor's present dollar value of work completed per day: CONSTRUCTION PHASE CONSTRUCTION TIME COMPLETION DATE I IA II III IV 8 weeks Sept. 24, 1982 To be completed simultaneously with Phase I & II 6 weeks Oct. 28, 1982 5 weeks Dec. 2, 1982 5 weeks Jan. 6, 1982 Thus, it appears now that the contract will be completed one month behind schedule if we have no more rain. Assuming at least 6 or 7 rain days between now and Jan. 6, 1982 would move the contract completion date to the middle of January. Staff has observed carefully the contractor's operations and it appears that he is moving as fast as is humanly possible. He is coordinating his subcontractors well. The work dictates that the work must be done in phases and certain portions of the work cannot be started until other port.ions are complete. STATUS REPORT - EL CAMINO REAL/MAIN STREET IMPROVEMENTS SEPTEMBER 21, 1982 PAGE THREE It appears that if the Agency desires faster progress, the only way to accomplish this would be to revise the construction phasing and permit the contractor to open up more street; however, this could be risky if we should get a long stretch of wet weather.
