COUNCIL OF TUSTIN, CALIFORNIA,
HELD ON MONDAY EVENING; FEBRUARY
8, 1954, AT 7:30 P.M., AT THE
CITY HALL
COUNCILMEN PRESENT: Vincent L. Humeston, Arthur O. Park,
W. L. Tadlock, Jerome C. Kidd and Frank
E. Bacon, Jr.
COUNCILMEN ABSENT: None
CITY ATTORNEY: C. Arthur Nisson, Jr., was present.
City Clerk Penington was absent. City Attorney Nisson
was present and was requested to act in the capacity of
Clerk for the City Council.
The minutes of the meeting of January 25, 1954 were read
and approved as corrected.
Mrs. Sudduth appeared inquiring concerning property at
190 "D" Street with reference to removing the curb on the
North side of Second Street adjoining said property, and
using that area for parking vehicles. It was determined
that this would be parking in the sidewalk area of the
public street and would therefore be contrary to city
ordinance and public policy. It was therefore decided
that such change was not possible.
There was general discussion concerning curbing and pav-
ing of Second Street East of "D" Street pursuant to the
request of Joe Weber by letter addressed to the City Clerk
Penington. This matter was referred to City Engineer Mc-
Bride upon motion of Park, duly seconded and carried, and
by said motion City Engineer McBride was instructed to in-
form the property owners that the City would pave the street
to the properly established curb line of Second Street if
owners would put in standard curb. Engineer McBride was
further authorized by said motion to negotiate with property
owners to this effect.
City Clerk was requested to write a letter in reply to the
letter of Joseph Weber stating the action taken by the City
Council.
Letter from the Mayor of the City of Turlock was read and
ordered filed.
City Engineer McBride was present at the meeting after 8:00
o'clock P.M. and he discussed the new plans for the frontage
road paralleling the Freeway on the North Side between "B"
Street and "D" Street in the City of Tustin. Councilman Kidd
moved, Councilman Park seconded and it was duly carried that
Engineer McBride be authorized to have a file for plans and
specifications made with the lumber and labor not to exceed
the total cost of $100.00.
Police Chief Johansen reported that he had made a check of
all vending machines in the City and so reported to the City
Clerk.
There was general discussion concerning Sanitation District
No. 7, particularly with reference to the public hearing to
be held February 13, 1954.
Tadlock moved, Park seconded, and it was duly carried, that
the Deputy Clerk (temporary) be paid at the rate of $1.25 per
hour.
City Clerk was authorized to purchase two flags for the City
Council Chambers - U. S. flag at an approximate price of $57.00
and California flag at an approximate price of $45.00.
Councilman Kidd was authorized to check into the procure-
ment of a blackboard to be used in the Council Chambers.
Street Superintendant Johansen was requested to investigate
the possibility of burning tree stumps in the parkway along
certain streets in the City of Tustin, and in particular in
front of the Tustin Elementary School Building on Main Street.
Park moved, Bacon seconded, and motion was carried, that the
City request County Supervisor Smith to have the 100 watt
lights in the Tustin Lighting District within the city limits
of the City of Tustin changed to 250 watt lights as replace-
ments. City Clerk was requested to so write Supervisor Smith.
On motion of Councilman Kidd, seconded by Tadlock, and duly
carried, Officer Pittsenbarger was appointed a regular police
officer after having successfully completed a six month pro-
bationery period.
Chief Johansen reported that El Toro Marines were furnishing
a man to patrol with the police officers from twelve midnight
to six o'clock A.M.
It was regularly moved by Tadlock, second by Park and carried
that the bills be paid.
