HomeMy WebLinkAboutOB 2 AUTOMOBILE SVC. 10-20-82 8 9 10 11 12 13 14 15 16 17 18 19 2O 21 22 23 24 25 26 27 OLD BUSINESS NO. 2 RESOLUTION NO. 2066 A RESOLUTION OF THE PLANNING AGENCY OF THE CITY OF TUSTIN, AUTHORIZING THE DEVELOPMENT OF AN AUTOMOBILE SERVICE FACILITY AT THE NORTHEAST CORNER OF PROSPECT AVENUE AND FIRST STREET The Planning Agency of the City of Tustin does hereby resolve as follows: I. The Planning Agency finds and determines as follows: A. That a proper application, (Use Permit 82-27), has been filed by A.F. MacDonald to operate an service facility for engine tune-up and automobile lubrication at 14982 Prospect Avenue. B. That a public hearing was duly called, noticed and held on said application. C. That establishment, maintenance and operation of the use applied for will not, under the circumstances of this case, be detrimental to the health, safety, morals, comfort or general welfare of the persons residing or working in the neighborhood of such proposed use, evidenced by the following findings: 1. The proposed use is in conformance with the Land Use Element of the Tustin Area General Plan and with the C-1 District of the Zoning Code. 2. The site has previously been used as a gasoline service station. D. That the establishment, maintenance and operation of the use applied for will not be injurious or detrimental to the property and improvements in the neighborhood of the subject project, nor to the general welfare of the city of Tustin, and should be granted. E. Proposed development shall be in accordance with the development policies adopted by the City Council; Uniform Building Codes as administered by the Building Official; Fire Code as administered by the Orange County Fire Marshal; and street improvement requirements as administered by the City Engineer. F. This project is categorically exempt from the requirements of the California Environmental Quality Act. G. Final development plans shall require the review and approval of the Community Development Director. 28 5 6 7 8 9 10 11 1'2 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Resolution No. ~066 October 20, 19 Page 2 II. The Planning Agency hereby approves Conditional Use Permit No. 82-27, to authorize development of an automobile service facility at the northeast corner of Prospect Avenue and First Street subject to the following conditions: A. The final site plan shall be standardized and reflect all appropriate City standard drawing numbers. The developer shall construct all missing or damaged street improvements to said development per the City of Tustin "Minimum Design Standards of Public Works" and "Street Improvement Standards". This work shall consist of, but is not limited to: curbs and gutters, sidewalks, drive apron, and street pavement. B. That a new planter shall be provided at the street corner location of the parcel. Perimeter planters shall be provided along the interior property line. C. Complete planting and irrigation plans shall be submitted for all landscaped areas. D. Signing is authorized as follows: One twenty-five (25) square foot double-face pole sign as requested. The structure shall be provided with a decorative pole cover to match the color and trim of the building. Wall signs as authorized by Sign Code Ordinance No. 684. Temporary window, wall or free-standing signs are prohibited except as authorized by the Sign Code. 3. Lighting intensity shall not exceed 425 m.a., soft, cool white lamps, no closer than 10" o.c. E. The repair and storage of vehicles and the display of merchandise outside of the building is strictly prohibited. F. That the sale of propane fuel is authorized and that the installation of the storage tanks shall be screened in a decorative manner and remotely located from the street frontages.
