HomeMy WebLinkAboutPH 1 HCDA 10-20-82OATE: TO: FROH: SUBJECT: October 20, 1982 PUBLIC HEARING NO. 1 Inter-Corn Honorable Mayor & City Council Members Community Development Department City of Tustin Participation with the County of Orange under the Housing & Community Development Act (HCDA) BACKGROUND The City initially took part in this program in 1974 and successfully completed projects of neighborhood improvements on "B" Street and California at the intersection of Third Street as well as the E1Camino storm drains. The City Council decided to become an inactive participant in the HCDA program provided the County accomplish needed projects in those County islands surrounded by the City. With that understanding, the City proposed no specific projects for funding. In September, 1981, the City submitted an application to the County which was approved by the Federal Government for the following: 1. Rehabilitation of Private Properties - $50,000; 2. Public Facilities Improvements - $50,000 (for street improvements in the South "B" and Mitchell Street area). On January 22, 1982, the City was informed by the Program Manager of the County HCD Program, that a second tier of funding was added to the program and the City may stand to gain an extra $$0,D00 for rehabilitation of private properties. These monies will be available to the City in the next few weeks to commence these programs. DISCUSSION Part of the application process last year (8th Year, 1982-1983), was the submission of a three-year plan. The ninth year (1983-1984) plan was to be the following: 1. Rehabilitation of Private Properties - $150,000 2. Public Facilities Improvements - $150,000 (street improvements in the South "B" and Mitchell Street area). Mayor & City Council October 20, 1982 Page 2 The City is required to have a citizen advisory committee (Community Development Advisory Board, CDAB) to advise the County of projects and this submittal. The members of the CBAD include: Janet Schwartz Nick Ogden Jessi Dungy Tony Machado Fred Mesa Mrs. Mesa Martha Mueller Edith Shupe Ida Sternberg Chairman Vice Chairman The CDAB met with City and County staff and made the following suggestions: Request the following funds for the HCD program for gth Year (83-84) 1. Public Facilities Improvements - $150,000 2. Rehabilitation of Private Properties - $100,000 3. Senior Citizens Center (short term project for rent - $50,000) RECOPlI~#DED ACTION Approve the amended 9th Year program for fiscal year 1983-1984 which was proposed by the CDAB and staff.
