COUNTY OF ORANGE-LANDFILL GATE FEES
RECOMMENDATION:
That the Tustin City Council, at their meeting of October 20, 1982, approve the
requested rate increases as detailed in this report and authorize the City
Attorney to amend the Solid Waste Collection Agreement to include these rate
increases and to authorize the Finance Director to make a supplemental
appropriation in the amount of $41,600 to the 1982-83 budget to cover the cost of
these County gate fees.
BACKGROUND:
Effective October 11, 1982, the County of Orange will be collecting gate fees at
both the County landfill sites and the transfer stations in the amounts of $4.90
per ton and $8.50 per ton respectively. In the absence of the scales at each of
the landfill sites, the County will be applying the per ton charge based upon the
size of truck utilized by the refuse haulers.
S.C.A. Services of Orange County, the City's contractual refuse hauler, has
requested a rate adjustment to the current Solid Waste Collection Agreement to
offset the gate fees recently imposed by the County.
DISCUSSION:
The requested rate increases were reviewed based upon the following assumptions:
Refuse Weight : 142 lbs./cu, yd.
Weeks per month = 4.33
Residential units served : 5,329
Estimated truck loads of residential refuse = 30 per week
and found to be in line with the County gate fees, with the exception of the
residential rate and~he commercial can service rate. The monthly residential
rate should be $3.65 in lieu of the requested $3.68 and the monthly commercial can
service rate should be $4.14 in lieu of the requested $4.17.
The rate revision as requested by S.C.A. services will require a revision to the
Solid Waste Collection Agreement rate structure. These rate revisions should be
revised as follows:

The present operation of the City provides for the refuse services for the
residential and commercial can customers to be financed by General Fund monies at
no individual cost to the residents of commercial can customers. Consequently, a
supplemental appropriation in the amount of $41,600 will be required to cover the
cost of the County gate fees to be assessed~ the period of October 11,~1982
and June 30, 1982. Based upon 5,329 residential units and 120 commercial can
units, the monthly cost to the City will be approximately $4,800.00 per month for
gate fees through June, 1983.
Effective July 1, 1983, the $4.90/ton fee wil increase to $7.00/ton, which will
constitute an additional increase in fees of approximately 43%.
