MINUTES OF A MEETING OF THE CITY
COUNCIL OF TUSTIN, CALIFORNIA,
HELD ON MONDAY EVENING, DECEMBER
14, 1953, AT 7:30 P. M., AT THE
CITY HALL
COUNCILMEN PRESENT: Vincent L. Humeston, Jerome C. Kidd and
Arthur O. Park.
COUNCILMEN ABSENT: W.L. Tadlock and Frank E. Bacon, Jr.
CITY ATTORNEY: C. Arthur Nisson, Jr., w as present.
Mayor Humeston called the meeting to order at 7:30 P. M.
Minutes of the previous meeting were read and approved.
CHAS. E. Mayor Humeston presented a letter from the Orange County
MORRIS Mosquito Abatement District which stated that the term
REAPPOINTED of Chas. E. Morris, Tustin's representative on their
TO MOSQUITO Board of Trustees, will expire on December 3l, 1953.
ABATEMENT Upon motion of Councilman Kidd, seconded by Councilman
BOARD Park and duly carried, Chas. E. Morris was reappointed
the the Board of Trustees for another two year term be-
ginning January l, 1954.
V.F.W. The fact that the Veterans of Foreign Wars have reclaimed
RECLAIMED their United States Flag and Standard loaned to the City
FLAG for the past three yearswas mentioned by Mayor Humeston.
Council authorized the City Clerk to obtain prices on a
new United States Flag and a California State Flag with
suitable Standards for display in the Council Chambers.
A note from Mrs. Virginia A. Stevens, proprietor of the
Tustin Garage, was presented and read to the Council.
The communication inquired as to what extent Ben Warner
supports Tustin merchants and pays Tustin City Taxes.
PUBLIC A letter was presented from the California Highway Com-
HEARING mission stating that a Public Hearing relative to the
IN RE proposed relocation of State Highway 43, between Dyer
PROPOSED Road and Santiago Boulevard, will be held in the hear-
STATE HIGHWAY ing room of the Board of Supervisors in the Court House,
43 Santa Ana, at 10:00 o'clock A. M., January 22, 1954.
Mayor Humeston announced that Civil Defense Commander
B. R. Woodill has stated to him that he can get the re-
quired Civil Defense Arm Bands and the necessary emer-
gency rope at no cost to the City and that Mr. Woodill
also stated that there is no doubt but that the present
Fire Alarm Siren on the City Hall can be adjusted and
used as a Civil Defense Siren.
Mayor Humeston presented a request from Mr. Woodill for
an Emergency Permit for his pickup truck. Upon motion
of Councilman,Park, seconded by Councilman Kidd and
carried, the Clerk was instructed to write a letter, to
be signed by Mayor Humeston, to Chief of Police Johansen
requesting him to assist Mr. Woodill in securing the
desired Emergency Permit.
Councilman Park brought up the matter of an unsafe tree
in front of the home of Philip H. Ebel, 230 South "B"
Street. Street Superintendent Johansen was instructed
to contact City Engineer McBride in regard to the possi-
bility of having the tree taken out.
Councilman Kidd reported on a recent survey of street
lighting by Councilman Park and himself and suggested
that the Edison Company be requested to make a survey
as to.the possible need of more lights in certain spots

and higher powered light globes. Councilman Kidd was desig-
nated to follow through in this matter.
OLD WARRANTS Upon motion of Councilmsa Park, seconded by Councilmsa Kidd
DISMISSED and carried, City Attorney Nisson was authorized to dismiss
at his discretion certain old traffic warrants that were is-
sued prior to transfer of the Tustin City Court to the Muni-
cipal Court.
Council authorized Street Superintendent Johansen to pur-
chase a Tree Saw suitable for trimming palm trees if the
same is needed.
Chief of Police Johansen requested that bids be called for
to supply gasoline to the City's Storage Tank.
HOUSE TO Council authorized Chief of Police Johansen to make a house
HOUSE DOG to house canvass of the City to ascertain the number and
CANVASS ownership of all dogs within the City for the purpose of
taxation for the year 1954.
Councilman Park suggested that at the proper time a state-
ment of all the facts and anticipated costs in connection
with the possible overall tax situation in regard to the
proposed Tustin Sewer System be published in the local
newspaper.
City Engineer McBride was present and the Sewer situation
was discussed at length. Mr. McBride agreed not to submit
estimated costs of the proposed Tustin Sewer System until
the voters decide on the proposed Trunk Line.
Upon motion of Councilman Park, seconded by Councilman
Kidd and carried, Engineer McBride was authorized to nego-
tiate with the State Highway Department in regard to lower-
ing the grade of the frontage road, paralleling the Free-
way, from "B" to "D" Streets, to conform to the grades to
be established for "B" and "D" Streets.
BILLS The following bills were presented, approved and ordered
paid upon motion of Councilman Kidd, seconded by Council-
man Park and duly carried.

The meeting was adjourned upon motion of Councilman Kidd,
seconded by Councilman Park and carried.
