MINUTES OF A MEETING OF THE CITY
COUNCIL OF TUSTIN, CALIFORNIA,
HELD ON MONDAY EVENING, NOVEMBER
23, 1953, AT 7:35 P- M., AT THE
CITY HALL
COUNCILMEN PRESENT: Vincent L. Humeston, W. L. Tadlock, Arthur
O. Park, Frank E. Bacon, Jr., and Jerome
C. Kidd.
COUNCILMEN ABSENT: None
CITY ATTORNEY: C. Arthur Nisson, Jr., was present.
The meeting was called to order by Mayor Humeston at 7:35
P. M.
Minutes of the meeting of November 9th were read and ap-
proved.
Mayor Humeston presented correspondence including a letter
from the Santa Ana Planning Commission inviting members
of Tustin City Council and the Planning Commission to at-
tend a meeting of the Southern California Planning Con-
tess at Knott' s Berry Farm, on December 10th, 1953, at
6:30 P. M. The City Clerk was instructed to contact all
members of the Planning Commission in regard to the above
as soon as possible. Also a letter from the Beaumont,
California, High School soliciting funds to help send
their band to the Midwest National Band Clinic in Chicago
in December. This letter was ordered filed upon motion
of Councilman Park, seconded by Councilman Kidd and duly
carried. Also a letter from the Metropolitan Water Dist-
rict relative to the City' s privilege to declare its in-
tention to pay out of its municipal funds the whole or
a stated percentage of the amount of taxes to be derived
from the area of the Metropolitan Water District of So-
uthern California lying within its corporate limits as
such amount of taxes shall be fixed in August, 1954, by
Resolution of the Board of Supervisors. This letter was
discussed and ordered and filed upon motion of Council-
man Tadlock, seconded by Councilman Park and carried.
A letter from the Associated Chambers of Commerce an-
nouncing a dinner meeting of the Association to be held
Tuesday evening, November 24th, at the Elk's Club, Ana-
heim, was read. A letter from Police Sergeant Glenn V.
Sissel was presented requesting permission of the Coun-
cil for the Police Department to assign a Police Car
and one officer to assist as help and transportation
at one of the weekly meetings of the Tustin Junior
Rifle and Pistol Club each week. Upon motion of Coun-
cilman Bacon, seconded by Councilman Tadlock and car-
ried, it was agreed that the City buy one single shot
22 caliber rifle for the use of the club and to furnish
a Police Officer on his own time and a Police Car as
requested. A communication from Police Sergeant Glenn
V. Sissel requesting two weeks pay in lieu of time off
for vacation was granted upon request of Police Com-
missioner Kidd.
CIVIL DEFENSE Civil Defense Commander B. R. Woodill was present and
MATTERS the matter of a Civil Defense Siren was discussed. Mr.
Woodill agreed to look into the matter of prices, etc.,
and to report at a later meeting.
Council designated Mayor Humeston to look into the pos-
sibility of the City using its own fire siren as a De-
fense Siren and authorized him to have the same changed
into a Siren suitable for Civil Defense if not too ex-
pensive.
Mr. Woodill stated that the County has a number of left
over Civil Defense Arm Bands which can be purchased for
about 25 cents each. He was authorized to purchase approxim-
anentely 100 Arm Bands at this price.
Mr. Woodill also stated that he would get detailed in-
formation from Dan Patch in regard to the County sharing
the expense of necessary Civil Defense purchases of
equipment, etc., for the use of the Tustin area.
The Clerk was instructed to issue a Purchase Order for
a map to be used in Civil Defense by Mr. Woodill and Mr.
Woodill agreed to report on the price and the possible
purchase of one thousand feet of 3/8 inch rope for use
in the event of ~a disaster.
LICENSE FOR Mr. Lore Uich, 165 "D" Street, Tustin, was present
PALMISTRY and requested permission to conduct Palmistry Readings
at the above address. Upon motion of Councilman Tadlock,
seconded by Councilman Park and duly carried, the is-
suance of a City license for Palmistry was authorized
subject to suspension if conditions should be found to
be not in the public interest.
ORDINANCE Ordinance No. 89 entitled "An Ordinance Amending Ordin-
NO 89 ance No. 71 (Sec. 5B) was presented for second reading
ADOPTED and read by title only. Upon motion of Councilman Park,
seconded by Councilman Tadlock and carried, the second
reading of Ordinance No. 89 was approved and the same
was adopted.
RESOLUTION City Attorney Nisson presented Resolution No. 350 en-
NO. 350 titled "A Resolution of the City Council of the City
ADOPTED of Tustin Regarding Proposed Relocation of a Portion
of State Highway No. 43," which was read by title only
and adopted on motion of Councilman Tadlock, seconded
by Councilman Kidd and duly carried.
OJEDA TO Councilman Park moved that Councilman Tadlock contact
CONDUCT Joe Ojeda in regard to undertaking a proposed survey
SURVEY concerning Tustin's Civic Affairs, authorizing that
Mr. Ojeda be employed for five days at $10.00 per day.
Councilman Kidd seconded the motion which was duly
carried.
Council authorized Mayor Humeston to compose and sign
a letter to theTustin Fire Department in appreciation
of their services to the City.
ADJUSTMENT It was moved by Councilman Park that because property
IN RE on Tax Assessment No. 56 was also included in Tax As-
HORACE STEVEN sessment No. 346 that after Assessment No. 56 is paid
1953-54 by Horace Stevens that he be refunded a like amount
CITY TAXES and the assessment values on the Tax Rolls be adjusted
accordingly. Seconded by Councilman Tadlock the motion
carried.
Councilman Kidd reported that he is endeavoring to ar-
range with Gilbert & Stearns, Electricians, to install
the two "School Caution" signs on West First Street,
East and West of "B" Street.
The held over bill from Tustin Texaco Service in the
amount of $73.24 was presented by Councilman Kidd, dis-
cussed by the Council and ordered paid on motion of
Councilman Tadlock, seconded by Councilman Park and
duly carried.
Councilman Kidd presented a letter from the Sea Scout
Committee of the Tustin District requesting permission
of the City to sell Christmas trees on the vacant lot
West of and adjacent to the Garage at 305 West Firs~
Street during a part of t he month of December. Permis-
sion was granted upon motion of Councilman Park, sec-
onded by Councilman Tadlock and duly carried.
BILLS The following bills were presented, approved and or-
dered paid upon motion of Councilman Kidd, seconded
by Councilman Tadlock and carried.

Councilman Tadlock moved to adjourn. Councilmau Bacon
seconded the motion. Motion carried.
