SUBJECT: AWARD OF BID FOR ANNUAL ASPHALT CONCRETE PAVEMENT REPAIR PROGRAM
RECOMMENDATION:
It is recommended that the City Council, at thier meeting of Nov. 1, 1982, award
the contract for subject project to Century Paving of La Mirada, California.
BACKGROUND:
Subject project provides the vehicle with which to accomplish chuckhole repairs,
other miscellaneous street repairs, and crack sealin9 of asphalt concrete pavement
within the City. This work had formerly been accomplished by Hardy & Harper Inc.
on an informal contract basis. It was determined that, by law, we must advertise
and obtain competitive bids for this work.
Sealed bids for this work were opened on October 12, 1982 at 10:00 AM and were
received as follows:

For the purpose of obtaining competitive bid prices, staff derived estimated
quantities for street repair work based on our experience in previous years.
Based on these estimated quantities, the Engineer's estimate is $149,500.00.
Obviously, we have no way of knowing just how much repair work is going to be
needed in the upcoming year. By utilizing the low bidder, we stand a better
chance of staying within the budgeted amount for this work which is $163,650.00.
The Street Superintendent has some reservations about accepting the low bidder
because he feels that, due to their location in La Mirada, we will not be able to
obtain the required prompt service which we have enjoyed through the years with
Hardy & Harper. This could result in a public relations as well as liability
problem.

The low bidder provided staff with three references where he has done similar
work. We checked these out and received no negative comments. Staff also
interviewed the low bidder regarding his ability to perform at the prices quoted
and they assured us that there would be no problem.
The specifications provide for contract renewal for 2 consecutive years with price
adjustments based on the C.P.I. If the low bidder is awarded the contract and
does not perform satisfactorily, we could refuse to renew his contract after it
expires in one year,
If the contract is awarded on Nov. 1, 1982, the starting date for the contract
will be ten calendar days after contract execution by the City. It is estimated,
depending on when the contractor returns the contracts, that they will be executed
by the City on Nov. 15, 1982 which would put the starting date at Nov. 25, 1982.
Attached for the City Council's information is a tabulation of all bids received.
