HomeMy WebLinkAboutCC MINUTES 1953 10 26 MINUTES OF A MEETING OF THE CITY COUNCIL OF TUSTIN, CALIFORNIA, HELD ON MONDAY EVENING, OCTOBER 26, 1953, AT 7:30 P. M., AT THE CITY HALL COUNCILMEN PRESENT: Vincent L. Humeston, Arthur O. Park and W. L. Tadlock. COUNCILMEN ABSENT: Jerome C. Kidd and Frank E. Bacon, Jr. CITY ATTORNEY: C. Arthur Nisson, Jr., was present. The meeting was called to order by Mayor Humeston at 7:30 P. M. Minutes of the meeting of October 13th were read and ap- proved after a change was made relative to declaring the Public Hearing in regard to an application to rezone Blocks "B" and "C", Tustin City Tract, closed, in which the statement "And that action in the matter be deferred until a later meeting" was deleted. The text of a telegram sent by Mayor Humeaton to Mr. G. T. McCoy, State Highway Engineer, at Sacramento, on Fri- day, October 23rd, relative to a request for a discussion of the proposed Freeway, between Dyer Road and Santiago Boulevard, with the Tustin City Council was read by the Clerk. The text of a telegram from Mr. McCoy in reply to the above was also read by the Clerk in which it is stated that a representative from the Los Angeles office of the State Highway Engineer will be present at the Council meeting this evening. Mayor Humeston presented letters from Mr. and Mrs. James W. Beshears, of 13871 Deodar Street, Santa Ana, and from Mrs. Genevieve Lacy, of 1421N. Bristol Street, Santa Ana, owners of property believed to be affected by the pro- posed Freeway which were read to those present by the Clerk. MEETING IN Mayor Humeston introduced Mr. M. L. Bauders and Mr. REGARD TO Richard Hon representing the State Highway Engineer to PROPOSED those present, fifteen of whom were interested property TUSTIN AVE owners and concerned with the route of the proposed Free- FREEWAY way. Mr. Hon addressed the meeting and submitted the State's reasons for proposing a route for the contem- plated Freeway other than the present Tustin Avenue. The matter was then discussed at length by all present with Mr. Hon and Mr. Bauders. Mayor Humeston presented an "Encroachmant Permit" from the Division of Highways for the two "School Caution" signs as arranged for in conjunction with the Elementary School Board. Upon motion of Councilman Park, seconded by Councilman Tadlock and duly carried, it was agreed that said Permit be turned over to Councilman Kidd and that he be authorized to proceed with the installation of the signs. Fire Chief Lindsay was present and submitted a photo- graph of a 1945 Model Sagraves Fire Truck now stored in Sacramento which he stated could be purchased by the City for $4,000 and which could be used as an addition to or to take the place of present equipment. He stated that the present Pumper is a 1931 Model Sagraves with mechanical brakes and is therefore outdated. On motion of Councilmm Park, seconded by Councilman Tadlock and carried, it was agreed to table the matter at least temporarily. City Attorney Nisson requested a time extension of two weeks from this date in regard to the preparation of the proposed Ordinance No. 89 relative to certain changes in the zoning of Block "C", Tustin City Tract. Mr. J. D. Campbell, of 690 W. Third St., was present and stated that there were several holes in Myrtle Street that should be temporarily filled up while the paving of this street is being delayed. City Engineer McBride stated that he would have these holes filled. DOG TAGS The City Clerk was authorized to order 150 Dog Tags FOR 1954-55 and one Stamp each for the years 1954 and 1955 upon motion of Councilman Park, seconded by Councilman Tadlock and duly carried. Upon motion of Councilman Tadlock, seconded by Coun- cilman Park and carried, Councilman Frank E. Bacon, Jr., was excused from attendance at Council meetings on ac- count of illnes retroactive to August 10, 1953, the date of his first absence to and including this date, October 26, 1953. R. J. NOBLE Councilman Park moved that the completion date of the CONTRACT City's contract with R. J. Noble Co., for the improve- EXTENDED ment of Pasadena, Myrtle and Second Streets, be extended NINETY DAYS for ninety days from November 5th, due to the delay in the start of the project through lack of water pipe. Seconded by Councilman Tadlock the motion duly carried. City Engineer McBride was present and the matter of the Tustin Sewer Survey was discussed. Mr. McBride stated that he would be present at the November 9th meeting of the Council. BILLS Upon motion of Councilman Tadlock, seconded by Council- man Park and carried, the following bills were approved and ordered paid. Seaside Oil Company $72.73 J. Arthur Whitney 12.00 W. S.
