BACKGROUND & DISUCSSION
The proposed development is to be located on three 50' wide lots located on
the south si de of First Street which, until recently, were used by the
Tustin Truck Company. The adjacent uses are as follows:
east: a converted office structure (la~er's office; CG District)
souS: single-family residential unit with metal garages (R-3
District). The majority of the lot, however, is vacant.
west: single-family residence (CG District)
The subject property wa)'~zoned with a Planned Unit Designation which
requires use permit approval for all projects (City Code Section 9235f8.
The applicant, W. Daniel O'Connor of First Corniche Limited I, is proposing
to construct a two-story office structure with a gross floor area of 13,200
square feet. There are provisions for the parking of 44 vehicles and the
structure is designed in a contemporary Spanish style.
FISCAL IMPACT
The following analysis is presented to indicate the fiscal impact to the
City by the changes in uses of the property.

Because of the Planning Agency's concern regarding development of office
complexes, staff will endeavor to provide this information in future
actions.

FINDINGS & CONCLUSIONS
1. The use is in conformance with Section 8.1 of the Commercial General
District.
2. The site plan conforms with all design requirements of the zoning code
and of the City's development standards with the exception of the
following:
The perimeter planters in the parking area are included within the
20' parking space depth. This design would prohibit the planting
of trees along the property lines due to vehicle overhang. A
redesign of the planters should be considered.
b. The property line wall at the rear of the site should be at least
6'-8" in height (City Code Section 9271i(2)(a).
3. The Spanish architecture is compatible with the newly constructed
buildings in the in~nediate area. This structure will be very close to
the existing Maria Callendini restaurant which exhibits a similar style.
4. Some modification may be required along the eastern building elevation
due to building code safety requirements.
5. The plan as presented indicates tile pavers within the sidewalk area.
These should not be placed within the public right-of-way unless the
design is approved by the City Engineer.
6. It appears that one tree easterly of the street light will require
removal. All existing tree wells should be shown on the plan so that
replacement trees can be designated.
Staff recommendations are included in the attached draft resolution of
approval.
RECOI~NDED ACTION
The development should enhance the streetscape of the immediate area and
staff recommends approval by the adoption of Resolution No. 2067.

A RESOLUTION OF THE PLANNING AGENCY OF THE
CITY OF TUSTIN, AUTHORIZING THE DEVELOPMENT OF
A 13,200 SQUARE FOOT OFFICE BUILDING IN THE
COb~4ERCIAL GENERAL DISTRICT AT 660 W. FIRST STREET
The Planning Agency of the City of Tustin does hereby resolve as
follows:
I. The Planning Agency finds and determines as follows:
A. That a proper application, (Use Permit 82-31), has
been filed on behalf of First Corniche Limited I to
request authorization to construct a 13,200 square foot
office building in the Commercial General District at
660 W. First Street.
B. That a public hearing was duly called, noticed and
held on said application.
C. That establishment, maintenance and operation of the
use applied for will not, under the circumstances of
this case, be detrimental to the health, safety, morals,
comfort or general welfare of the persons residing or
working in the neighborhood of such proposed use,
evidenced by the following findings:
1. The proposed use is in conformance with the Land Use
Element of the Tustin Area General Plan.
2. The application for a use permit is in conformance
with the Planned Unit Development requirements for
the zoning district.
D. That the establishment, maintenance and operation of
the use applied for will not be injurious or detrimental
to the property and improvements in the neighborhood of
the subject project, nor to the general welfare of the
city of Tustin, and should be granted.
E. Proposed development shall be in accordance with the
development policies adopted by the City Council;
Uniform Building Codes as administered by the Building
Official; Fire Code as administered by the Orange County
Fire Marshal; and street improvement requirements as
administered by the City Engineer.
F. This project is categorically exempt from the
requirements of the California Environmental Quality
Act.
G. Final development plans shall require the review and
approval of the Community Development Director.

II. The Planning Agency hereby approves Conditional Use
Permit No. 82-31, to authorize construction of an office
building at 660 W. First Street as applied for subject to the
following conditions:
A. The final site and grading plans shall be
standardized and reflect all appropriate City
standard drawing numbers. The developer shall
construct all missing or damaged street improvements
to said development per the City of Tustin "Minimum
Design Standards of Public Works" and "Street
Improvement Standards". This work shall consist of, but
is not limited to: curbs and gutters, sidewalks, drive
apron, street pavement and street trees.
B. The placement of tile pavers within the public
sidewalk area is not authorized unless the design is
approved by the City Engineer.
C. The property owner shall be responsible for the
relcation of any street lights and street trees
necessitated by the development of the proposed project.
D. Payment of Orange County Sanitation District No. 7
fees and East Orange County Water District fees are
required prior to building permit issuance.
E. All wall, fences and hedges shall be maintained no
higher than 3'-0" with the front yard setback (10'-0")
as required by the City Zoning Code.
F. A parapet wall shall be included on the east side
exterior wall as required in the Uniform Building
Code. All openings in this wall shall meet fire
ratings as specified by the building code.
G. The structure shall be provided with an automatic
fire alarm system as required by City Code.
H. All roof equipment and vents must be screened from
view.
I. South and west property line planters shall be
designed so as to allow for protected plantings of at
least one tree per 30' linear feet.

J. A rear perimeter wall 6'-8" in height shall be
provided along the entire property line.
