MINUTES OF A MEETING OF THE CITY
COUNCIL OF TUSTIN, CALIFORNIA,
HELD ON MONDAY EVENING, SEPTEMBER
28, 1953, AT 7:35 P. M., AT THE
CITY HALL
COUNCILMEN PRESENT: Vincent L. Humeston, Arthur O. Park,
Jerome C. Kidd and W. L. Tadlock.
COUNCILMEN ABSENT: Frank E. Bacon, Jr.
CITY ATTORNEY: C. Arthur Nisson, Jr., was present.
The meeting was called to order by Mayor Humeston at 7:35
P. M.
Minutes of the previous meeting of September 14 were read
and approved.
Correspondence was presented including a letter from Mrs.
John Willcutt, Chairman of the Summer Swim Program, thank-
ing the City for a check for $50.00 toward defraying the
expenses of the Summer Swimming Program at the Tustin
Union High School. Also a letter from the Clerk of the
Tustin Planning Commission notifying the Council of the
Commissions recommendation to extend the North half of
Blocks "B" and "C" Tustin City Tract, bounded by First, ,
Second, Myrtle and "A" Streets, from 150 to 250 feet in
depth and of their recommendation to rezone the to rezone
the South half of said Blocks "B" and "C" from R-1 (Sin-
gle Family Dwelling Zone) to R-2 (Two Family Dwelling
Zone). Upon motion of Councilman Tadlock, seconded by
Councilman Park and duly carried, it was agreed that the
application regarding the rezoning of the North and South
halves of the above described Blocks "B" and "C" and the
recommendations of the planning Commission in regard to
the above be considered and a Public Hearing to be held
before the City Council on Tuesday evening, October 13,
1953, at 7:30 P. M. The City Clerk was instructed to ad-
vertise the aforesaid Public Hearing as a legal adver-
tisement in the Tustin News one time on Friday, October
2, 1953.
Council then discussed the matter of the requested re-
rezoning at length.
Mayor Humeston brought up the matter of Ray DeVos, of
the P. X. Barbecue, 505 W. First St., who stated in a
recent letter that the curb at the above address is too
high. Councilman Park stated that he had not as yet
taken the matter up with City Engineer McBride.
Councilman Kidd stated, that he had contacted author-
ities of the Elementary School in regard to the two
proposed automatic "School Caution" signs and that they
were in favor of purchasing the same at a cost to be
divided between the School and the City.
On motion of Councilman Park, seconded by Councilman
Kidd and duly carried, the City Clerk was instructed
to file an application for a permit from the State
Highway Department and that if granted that the two
signs be purchased on a 50/50 basis with the School
with the suggestion that the City pay for the electric-
ity used and that the School undertake maintenance of
the signs.
Councilman Park stated that City Engineer McBride has
informed him that the slippage in the new paving on
the West side of Sixth Street would be taken care of.

RESOLUTION City Attorney Nisson presented Resolution No. 348 en-
NO. 348 titled "A Resolution of the City Council of t he City
ADOPTED of Tustin Extending the Limits of Central Traffic Dis-
trict "C", which was read to the Council and adopted
on motion of Councilman Park, seconded by Councilman
Kidd and duly carried.
RESOLUTION Resolution No. 349 entitled "A Resolution of the City
NO. 349 Council of the City of Tustin Requesting Turn-Off From
ADOPTED Santa Ana Freeway Onto "D" Street and Newport Avenue
Near the City of Tustin," was presented, read by title
only and adopted on motion of Councilman Tadlock, sec-
onded by Councilman Park and Carried.
Mayor Humeston brought up the matter of occasional over-
time by members of the Police Department. Council decided
that the matter of overtime by the regular patrolmen be
regulated by the Police Commissioner and Police Chief.
The latest developements in regard to Sanitation Dis-
trict No. 7 were discussed at length by the Council.
The matter of possible attendance at the Convention of
the California League of Cities to be held at San Fran-
cisco was discussed and held over until the next meeting.
SISSEL'S The salary of Police Sergeant Glenn V. Sissel was in-
SALARY creased from $280.00to 300.00 per month, effective
INCREASED October 1, 1953, upon motion of Councilman Tadlock,
TO $300.00 seconded by Councilman Kidd and duly carried.
JOHANSEN Police Commissioner Kidd presented a letter from Police
GRANTED Chief Johansen requesting permission for his vacation
TWO WEEK to begin on October 19, 1953. Upon motion of Councilman
VACATION Kidd, seconded by Councilman Tadlock and duly carried,
permission was granted for t he period from October l9
to November 2, 1953.
CITY CLERK. Upon motion of Councilman Park, seconded by Councilman
TO BE PAID Tadlock and carried, it was authorized that the City
FOR UNUSED Clerk be paid for the period of his unused vacation for
VACATION the current year 1953.
BILLS The following bills were presented, approved and ordered
paid on motion of Councilmm Tadlock, seconded by Council-
man Park and duly carried.

Councilman Tadlock moved to adjourn. Councilman Park sec-
onded the motion. Motion carried.
