SUBJECT: NEWPORT AVE. EXTENSION EIR
RECOMMENDATION:
That the Tustin City Council, at their meeting of December 6, 1982, authorize
staff to proceed with the expanded environmental document for the Newport Ave.
extension to include the feasibility study for a grade separation at Red Hill
Ave. at the A.T. & S.F. railroad tracks.
BACKGROUND:
The draft EIR for the proposed at-grade crossing on Newport Avenue at the Atchison
Topeka and Santa Fe Railway (A.T. & S.F.) tracks is essentially complete; however,
during the preparation process, both the A.T. & S.F. and the Public Utilities
Commission (P.U.C.) were contacted for their input regarding the at-grade
crossing. During these meetings, it was determined that the EIR should be
expanded to include a mitigating measure of a grade separation at Red Hill Avenue
and the A.T. & S.F. railroad tracks.
DISCUSSION:
The addition of a potential grade separation on Red Hill Ave. was not included
within the original scope of work for the focused EIR for the Newport Avenue
extension. Consequently, staff has solicited a fee for this additional work from
the environmental consultant, Larry Seeman and Associates. The expanded scope of
work for the Red Hill Avenue grade separation will include the following:
LAND USE
Investigation of existing land uses in the vicinity of the
proposed grade separation.
CIRCULATION
Clarify impacts on traffic flow in the Red Hill/Edinger
vicinity.
PUBLIC SAFETY
Discussion as a result of auto/train safety considerations.
ACOUSTICS
Expansion of the present noise study related to Newport
Avenue to include Red Hill Ave.
VISUAL IMPACTS
As related to the Tustin Meadows residential area.
COMMUNITY SERVICES Beneficial impacts to police, fire, and transit services.
PUBLIC UTILITIES
Discussion of any adverse impacts on gas, electrical, or
telephone facilities.

In addition, the proposed grade separation will be studied for feasibility with
respect to the following items:
1. Proposed horizontal and vertical alignment
2. Right of way requirements
3. Extent and cost of railroad track lowering
4. Overall project cost
The additional fee required for this work is $8,275.00. The original fee for the
focused EIR without consideration of the Red Hill Ave. grade separation was
$14,065.00. The City presently has $30,000.00 budgeted for the preparation of the
environmental document and preliminary engineering during the 1982-83 budget
period.
