White, Director of Community Services~,~,~i REVENUE SHARING REQUESTS FOR HOMEBOUND MEALS FOR THE ELDERLY RECOMMENDATION To grant Feedback Foundation, Inc., an amount not to exceed $4,000., to serve meals to homebound Tustin senior citizens. This grant would be based on the level of services which Feedback Foundation is providing. The $4,000. would be appropriated monthly or quarterly, contingent upon Feedback Foundation serving an average of 20 homebound Tustin residents per month. BACKGROUND Staff has reviewed requests from Project T.L.C., sponsored by Feedback Foundation, Inc., and the Bartlett Center, regarding, revenue-sharing money for homebound meals for the elderly. While both the Bartlett Center and Feedback Foundation have Santa Ana addresses, Feedback Foundation operates a T.L.C. site in Tustin (at The Church on Red Hill). Staff has determined that Feedback Foundation/Project T.L.C. serves more homebound Tustin elderly than the Bartlett Center. In a letter of November 5, 1982, Donna Core of the Bartlett Center states that their Meals on Wheels program averages 12 Tustin residents per day. Staff has been able to determine that at present the Bartlett Center is serving 7 Tustin residents per day. Feedback Foundation home-delivered meals serves 13 Tustin residents per day. Feedback Foundation/ T.L.C. has absorbed a 4% cut in federal funding effective July 1, 1982, and is anticipating additional federal reductions in 1983. At present, T.L.C. is serving more clients than called for in their contract, and this problem will increase with the anticipated funding cuts. Feedback Foundation/Project T.L.C. Manager RobertaA. Button has stated that she was under the impression that the Bartlett Center had a waiting list of Santa Aha residents. She further stated that should the Council grant the request for $4,000. revenue-sharing funds, Feedback Foundation would be able to continue serving the 13 Tustin residents, as well as adding the 7 Tustin residents which Bartlett serves. This will avoid any duplication of home-meal services in Tustin and allow the Bartlett Center to concentrate on serving elderly in Santa Ana. Homebound meals for the elderly are a very important part of the entire service delivery system. While both the Bartlett Center and Feedback Foundation/T.L.C. are worthy groups, it seems reasonable that funds be awarded to Feedback Foundation/ Project T.L.C. because: 1) they have a site in Tustin; 2) they serve 13 Tustin residents as compared to 7; and 3) Feedback Foundation is willing to add the 7 clients which the Bartlett Center is serving. The homebound program offers a variety of services to the seniors. Each participant receives a meal plan chosen to meet their individual needs. Meal plans include, I meal, 5 days a week, 2 meals, 5 days, I meal, 7 days or 2 meals 7 days. Special diets are prepared for those needing them for health reasons. Daily contact with the delivery staff gives the seniors a friendly face to look forward to each day, and helps to allieviate the loneliness and isolation experienced by many senior citizens. Social Services, including help with social security problems, helping seniors to find homemakers, providing counseling and reassurance, are examples of our efforts to assist seniors in living independently. We feel that it is extremely important to provide more than just a meal for participants in the program. The senior citizens are visited regularly by our staff to help with problems and reassess eligibility for the program. Friendly visiting is done by several volunteers for those seniors who are lonely. Special occasions are celebrated with cards and treats provided by volunteers. The participants of the program are very appreciative of our services, and often call or write us expressing their gratitude. Our staff does outreach in the city, contacting mobile home park managers, apartment managers, medical clinics, area hospitals, and individual seniors in order to locate and assist those who are most needy. Project TLC has served 2,791 home-delivered meals in Tustin between July l, 1982 and November 30, 1982. At this rate the program will serve approximately 6,700 meals for the year ending June 30, 1983 or three times the number of meals delivered in Tustin in 1980. In addition to the home-delivered meals program, Project TLC serves lunch for approximately 50 senior citizens each day at the TLC center in Tustin. This program is available to all seniors who are able to attend the center for their noon meal. Due to the increased number of senior citizens needing home-delivered meals in Tustin, we request that the city of Tustin provide funding in the amount of $4,000. for the upcoming year which will be used for meals and delivery costs. Meals On Wheels averagesl2 residents from Tustin per day with a loss of $2.07 per day from July 1, 1982 to September 15, 1982. This loss drops to $1.07 per day after that date. This amounts to $4,000.00 for the fiscal year. We appreciate any help that the City of Tustin can give it's residents in the important area of nutrition and the prevention of premature institutionalization. I currently costs approximately $5.07 per day for each of our clients. Even though we have raised our rates to $4.00 per day as of September 15th this increase still does not even cover our costs. We receive no federal, state or county funds. The meals are prepared at Bartlett Center, a non-profit corpora- tion, which will no longer continde to absorb this loss after October 1st. We must now turn to the community for financial help to keep this vital program. The Santa Ana- Tustin Meals On Wheels has been in existence for three years. Since it's inception volunteer drivers have delivered over 73,000 meals to 352 residents of Santa Ana and 108 residents of Tustin who are physically unable to prepare their own meals. At present we are delivering to 9 residents of Tustin. We would appreciate being considered for a portion of Tustin's Revenue Sharing funds to help keep the program going. I know you recognize the need for the program and hope you will consider a donation to the Santa Ana- Tustin Meals On Wheels in the immediate future.
