PROJECT SUBMITTALS FOR FISCAL YEAR 1984-85 RECOMMENDATION: That the Tustin City Council at their meeting of December 19, 1983 adopt the attached resolution requesting the County of Orange to include in the Arterial Highway Financing Program the development of Myford Road between the A.T. & S.F. Railroad and Michelle Drive. In addition, to direct staff to prepare an agreement for execution by both the Citys of Irvine and Tustin to provide for the construction of Myford Road between the A.T. & S.F. Railroad and Myford Road. BACKGROUND: The Arterial HighWay Financing Program (A.H.F.P.) provides for the County of Orange and cities to participate in cooperative projects on a 50% cost sharing basis to construct and/or widen the arterial highway system. The projects being considered for submittal to the 1984-85 program in the attached resolutions are: o Myford Road widening to four travel lanes between the A.T. & S.F. Railraod and Michelle Drive. o Seventeenth Street widening to six travel lanes between Prospect Avenue (north) and the Costa Mesa Freeway. The Myford Road project is Phase II of a two phase project. Phase I was submitted in the 1983-84 program and approved by the County for a two travel lane roadway between the A.T. & S.F. Railroad and Michelle Drive. The Myford Road project was originally submitted as a City of Irvine project. During the time of reorganization between the two cities, Tustin assumed the project as lead agency with the County's approval. The Seventeenth Street project provides for widening along the northerly side of Seventeenth Street between Prospect Avenue (north) and the Costa Mesa Freeway and adjacent to the Meredith Development on the south of Seventeenth Street. ARTERIAL HIGHWAY FINANCING PROGRAM (A.H.F.P.) PROJECT SUBMITTALS FOR FISCAL YEAR 1984-85 DECEMBER 9, 1983 PAGE 2 DISCUSSION: At the ~current time, the reorganization of City boundaries between Tustin and Irvine has been defeated in a recent election. This section of roadway widening is a key element in providing additional arterial access for Tustin to Moulton Parkway and points southerly. This link of roadway will help reduce the traffic flows along Walnut Avenue between the Irvine Industrial Area and Red Hill Avenue and along Red Hill Avenue between Moulton Parkway and Walnut Avenue. As the roadway is extended through the Marine Base, it will further reduce traffic on Red Hill Avenue southerly of Moulton Parkway. It will also alleviate traffic congestion along portions of Harvard Avenue within the City of Irvine. The current (1983-84) Myford Road project is entirely outside of the Tustin City limits as well as the proposed widening project in 1984-85, since the recent defeat of the reorganization between both cities. Staff feels that this roadway is of such a benefit to Tustin, that the City should proceed with the current two lane project (1983-84) and submit the widening project to A.H.F.P. as a 1984-85 project. An agreement between Irvine and Tustin could be executed to accomplish this joint effort. The Seventeenth Street project submittal has been prepared .in response to a previous Council request. This project does not appear to be'as high a priority project, at the present time, when compared to the My~ord Road project. The additional widening to provide three travel lanes in each direction could be eliminated by the removal of all on-street parking on both sides of Seventeenth and the street re-striped to provide three travel lanes in each direction at a cost of approximately $5,000.00. Director of Public Works/City Engineer jr Attachment 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 I8 19 2O 21 22 23 24 25 26 27 28 CITY COUNCIL RESOLUTION NO. 83-113 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN REQUESTING THE COUNTY OF ORANGE TO INCLUDE IN THE ARTERIAL HIGHWAY FINANCING PROGRAM THE DEVELOPMENT OF MYFORD ROAD FROM THE TERMINUS OF THE MOULTON PARKWAY FAU PROJECT TO MICHELLE DRIVE WHEREAS, the City of Tustin desires to improve Myford Road between the AT & SF Railroad and Mtchelle Drive; and WHEREAS, Myford Road is an important arterial highway in the County of Orange and of general interest; and WHEREAS, Article 2 and Article 3, Chapter 9, Division 2 of the Streets and Highways Code authorizes a County, if it so desires, to expend funds apportioned to it out of the California Highway Users Tax Fund for aid to any City in the improvement, construction or repair of a street within a City; and WHEREAS, the Board of SuperviSors intends to, by appropriate action, provide in the County Road budget for the Fiscal Year 1984 a sum of money for the improvement of streets within the incorporated cities of the County in accordance with the Orange County Arterial Highway Financing Program. NOW, THEREFORE, BE IT RESOLVED, that the Council of the City. of Tustin hereby requests the Board of Supervisors of the County of Orange to allocate to said City from County Funds an amount to be matched by funds from said City, to be used to aid said City in the improvement of Myford Road between the AT & SF Railroad and Mtchelle Drive, said improvements to be in accordance with the project report. BE IT FURTHER RESOLVED that the Board of Supervisors of the County of Orange is hereby requested to find that said improvements on Myford Road, in the manner provided, is in the general County interest. BE IT FURTHER RESOLVED that, by this Resolution, the City of Tustin agrees, with the basic concepts of the Arterial Highway Financing Program and further agrees that its share of the cost of improvements and rights-of,way will be available for the Fiscal Year lg84-SS. PASSED AND ADOPTED by the City Council of the City of Tustin at a regular meeting held on this day of , 1983.
