WATER WELL LOCATION STUDY
'RECOMMENDATION:
That the Tustin City Council, at their meeting of December 19, 1983, proceed with
the following:
1. Pursue with the County of Orange permission to install a wellsite at
location No. 2/2A adjacent to Prospect Avenue and the Orange County Flood
Control Channel.
Direct the Tustin Community Redevelopment Agency to approve said site
location No. 2/2A and implementation of the well development program
within the project area.
BACKGROUND:
Recently the Tustin City Council authorized the firm of Boyle Engineering
Corporation to perform a location study for the installation of a domestic water
well(s) in the Tustin Water Service System.
Since the City's acquisition of the Tustin Water Service in November, 1980, three
wells have been lost to either acquifer collapse or produhtion of water with high
nitrate level. The current level of ground water production is 37%, which has
decreased from 52% in 1978. The desired level of ground water production would be
60% or greater for our system. As indicated within the report, it is currently
estimated that each new well can save the City $120,000 annually in water
purchases provided that all wells remain in operation at the same rate of water
production and quality that presently exists today.
DISCUSSION:
The purpose of the attached study was to review all available data pertaining to
the City's existing wells and recom~end the location for a new well.
The consultant has assembled this data and recommended a five-point plan for
developing a well system to attain the desired 60% or greater ground water
production level.
Eight potential sites were reviewed with four of the eight sites being located
within developed and undeveloped City parksites. One of the primary objectives
was to select a site which would be located close enough to existing wells located
at 235 E. Main Street so that the new well water could be blended with the high
nitrate level production of these two wells to bring them into acceptable
standards for domestic use.

It is anticipated that each of the sites that were studied would accommodate an
above ground sand extractor, pumping equipment and electrical panel. This pumping
equipment and electrical panel would be housed in an architecturally acceptable
building and the entire site, approximately 25 ft. X 25 ft., would be enclosed by
either a fence or masonry block wall.
The sites denoted as IA, 2A and 3 could be developed in two phases as noted in
Chapter 6. This two phase development provides for a backup use of the well, if
it should prove to be inadequate for blending purposes. The sites, as shown in
the Boyle Report, are schematic only. The precise locations at each parksite
would be determined by staff after coordination with the Community Services
Department. Any proposed final site selection would attempt to reduce impacts to
the pa~ksite with respect to space utilization and visual impacts.
The first step of the program for well development is to proceed with the
development of Site 2/2A subject to approval of the County of Orange and utilizing
site 3/3A as second priority or backup site. The second step of this program
would be the development of a well at Site 5. The third step, as outlined in the
Boyle Report, would be the redevelopment of the La Veta well with a deeper well.
This option should be re-evaluated once a final determination has been made as to
whether any services are to be sold to the City of Orange. Finally, the fourth
step would be the development of Site No. 4 on Vandenberg Lane. A site should be
reserved or acquired if the land development at this site preceeds the well
development.
