WALNUT PARK COMMUNITY ASSOCIATION - TRAFFIC SAFETy CONCERNS
RECOMMENDATION:
That the Tustin City Council, at their meeting of December 5, 1983, authorize the
installation of red zones and centerline striping, as described in this report and
deny the request for the installation of speed bumps within the public streets
located within the Walnut Park Co~mmunity.
BACKGROUND:,
Staff has received a request (copy attached) from the Walnut Park Community
Association for the following items:
Installation of speed bumps on the streets within the Walnut Park
Development.
Painting of certain curbs red within the Walnut Park Development to
provide better visibility.
Painting of a centerline stripe at various locations within the
d~velopment.
DISCUSSION:
As previously indicated with other requests, staff cannot recommend the
installation of speed bumps on public streets. The City Attorney's office has
indicated that this type of installation within a public street would provide too
much potential liability to the City. Any speeding problems should be reduced by
enforcement and education of the motorist.

The red zoning of the curb return areas, as shown on the attached drawing (in
red), is certainly feasible and will prevent the parking of vehicles on or near
the curb return which impairs visibility. The proposed areas of red zoning are
shown in red on the attached drawing and are listed below:
Langdale Lane at Wildeve Lane
Langdale Lane at Birmingham Place
Forestera Lane at Denbigh Lane
Walden Lane at Kipling Lane
Walden Lane at Hamlet Lane
Almside Drive at Kipling Lane
Almside Drive at Hamlet Lane
Windemere Lane at Grassmere Lane
The painting of a double yellow centerline stripe, as indicated on the attached
drawing (in yellow), will provide a visual guide for the motorists negotiating
these turns. Similar type striping on the curved areas of the loop. street of
Tustin Meadows has been a big benefit to the motorists. The locations for this
striping are the same as previously mentioned for the red zoning.

As managing agent for the above captioned Association, I am writing
you'on behalf of the Board of Directors.
I have been asked to contact you regarding a serious problem relating
to traffic safety within the Walnut Park ConTnunity. Several complaints
have been made to the Board about vehicles being driven.in excessive
speeds throughout the Association's streets also vehicles being
driven on the wrong side of the street when approaching corner inter-
sections also vehicles being parked at the curve area of the inter-
sections thus blocking a drivers view. (Enclosed is a plot map of
the Association's streets.)
The Board of Directors are in the opinion that speed bumps would
help control the speeding problem. The Board would appreciate knowing
if speed bumps can be installed within the Association streets. The
Board would appreciate knowing if red curbs could be painted by the
City to the curve area of the intersections where some vehicles tend
to park, further, if a center strip can be painted to the road so as
to hopefully keep vehicles from driving on the wrong side of the
street. For your information ~cnt-Rich~.r~s through your department
has met with Board Director/E~leen Dow on the above problems and
made some reconTnendations 9~ this matter.
