IRVINE BLVD. TRAFFIC SIGNAL OPERATION (INFORMATIONAL REPORT)
At their November 7th meeting, the City Council requested staff to review the left
turn phasing of the traffic signal system along Irvine Blvd. Additionally, a
similar concern was raised by a county resident on the left turn phasin§ at Irvine
Blvd. and Holt Avenue.
Staff reviewed each of the intersections on November 8th and 9th and found all of
the left turn phasing cycles to be working as specifically designed. However,
during this review three of the left turn mastarm signal beaus were turned
downward as a result of the wind, which provided poor visibility of all of the
phasing indications. A request was telephoned to Signal Maintenance Company, the
City's contractor, to rectify these conditions on November 9th.
The intersections and signal heads which were impacted by the wi.nd are as follows:
1. Newport Avenue, both eastbound and westbound directions of Irvine Blvd.
2. Red Hill Avenue, the eastbound direction of Irvine Blvd.
As a result of a previous Council request, staff prepared an article explaining
the operation of the traffic signal system along Irvine Blvd. for placement in the
Tustin Today Newsletter. A copy of this article, which appeared in the Fall, 1983
issue, is attached for information.

Since thc reonnt installation of the new ~raffic signal system along
Irvine Blvd., there has been some confusion by motorists regarding
Ibe left turn movements at lbe Yorba St., Prospect Ave., Holt Ave.,
Ne,w~.~-t Blvd., and Red Hill Ave. intersections. Hopefully, the
following explanation of bow the left turn movements of this sigual
system operates will be helpful in eliminating some of this confu-
sion.
'rbe in,'rsecfiun of Newpo~ Ave. and b'vine Blvd. will be used as an
example. The westbound L-vine Blvd. left turn lane contains four (4)
regular detector loops as shown on the drawing, and one (I) qne
kx~p. The westbound through phase is controlled by the regular
de~cmrs in the number I and 2 lanes. The left turn phase is also
cont~olled by the regular loop detectors and the qne loop. When
vehicles fu~ stacked in the left torn lane and only over thc regular
loop tnffic detectors, the "peen ball" will be actuated which
permits a non-protected left mm. This is similar to any intersection
without protected left turn movements, i.e. the intersection of First
and Pacific Streets. If vehicles are stacked in the left turn lane over
the regular loop detectors and also over the qne loop at thc termiun-
fiun oftbe opposing street's green phase, the '*groen arrow" will be
actuated which will provide a protected left turn while stopping all
outbound through u'a~c on L-vine Blvd. On lrvine Blvd., the green
mTOW will always appear at the beginning of the phase. This type of
signal phasing is the most time efficient phasing and provides thc
n~ximum &mount of green t~ne for the major street.
