lOth Year Application in the Community Development Block Grant
Program (HCD)
Background
The City initially took part in this program in 1974, 1975 and 1976 and
successfully completed projects which included storm drain installation on E1
Camino Real, sidewalks, curbs and gutters in various parts of the old town area
and a planning study for the E1 Camino Real area. In 1981 the City submitted an
application to the County for 8th year funding (82-83) and received the
following:
1. $50,000.00 for residential rehabilitation loans;
2. $50,000.00 for the installation of a stom drain on Mitchell Street in
the South "B" Street/Mitchell target area.
Last year the City was awarded the following amounts for the 9th year program
(83-84):
1. $75,000.00 for rehabilitation loans;
2. $75,000.00 for street improvements (curbs, gutters, street lights,
sidewalks) in the South "B" Street/Mitchell target area.
In June, 1983, the City was awarded $65,000.00 from the Special Emergency Jobs
Bills Grant (Public Law 98-8) for the continuation of street reconstruction in
the "B" Street/Mitchell target area. These funds will be available for use in
December of this year and must be used by the end of 1984.
Discussion
The City is required to have a citizen advisory conmnittee (Community Development
Advisory Board, CDAB) to advise the County of projects and this submittal. The
members of the CDAB for the loth year funding include:

The CDAB met with City Staff on October 24, 1983 and made the following
suggestions:
Request the following funds for the HCD program for' lOth Year (83-84)
Public Facilities Improvements - $200,000
(This amount would allow the City to finish the street improvements in
the "B" Street/Mitchell target area).
Rehabilitation of Housing Stock - $250,000 (Low Interest Loan Program)
(This year the City staff is initiating a program to encourage apartment
owners to rehabilitate apartments in our target areas. We would still
retain the program for the rehabilitation of owner occupied properties.)
Smoke Detector Purchase - $15,000.00
(Purchase smoke detector and give to low and moderate income persons
including the handicapped and senior citizens.)
Recommendation
Approve ~ubmittal of the proposed loth year CDBG application for fiscal year
84-85 as recommended by the Community Development AdvisoT7 Board and staff.
