Inter-Corn WILLIAM HUSTON, CITY MANAGER BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER AUTMOBIZATION FOB GRANT APPLICATION FOB A FUEL EFFICIENT TRAFFIC SIGNAL MANAGEMENT PROGRAM RECOMMENDATION: That if the Tustin City Council, at their meeting of November 7, 1983, desires to file a grant application for the Fuel Efficient Traff{c Signal Management Program, it is recommended that they pass and adopt the attached resolution authorizing the s~me. BACKGROUND: The California Energy Commission (C.E.C;) has, for the second year,' made available grant monies for a traffic signal management program which would result in improved traffic flows, reduced fuel consumption, reduced vehicle operating costs, reduced air pollutant emissions, and improved traffic safety. Tustin applied for'a similar grant in 1982, but was not selected at that time. This application is a re-submittal Of the 1982 document. Staff recommends that a traffic signal management progrmn be.implemented for the following arterial streets: RED HILL AVENUE NEWPORT AVENUE IRVINg BOULEVARD This grant would fund the implementation of a computer software program of signal timing with the use of consultants and/or existing staff. The grant does not provide for the purchase of any computer hardware, this would ultimately be the responsibility of the City. It is intended initially to purchase computer time from a traffic consultant once the software has been established and ultimately the purchase of a micro-computer would be requested to eliminate the future need of a consultant or the integration of these software programs into the City's existing computer system. The grant would provide for 100% funding from the C.E.C. to establish these traffic management programs. These traffic management programs would provide staff to re-time or synchronize traffic signals along an interconnected street as traffic conditions change, without performing the cumbersome manual calculations that are presently required to make any change. DISCUSSION: The attached resolution authorizes the Director of Public Works/City Engineer to execute, in the name of the City, all necessary applications, contracts, and AUTHORIZATION FOR GRANT APPLICATION OCTOBER 27, 1983 PAGE TWO agreements pertaining to this grant. Any legal documents would also require the review and approval by the City Attorney prior to any execution. BOB LEDENDECKER DIRECTOR OF PUBLIC WORKS/ CITY ENGINEER bh Attachment 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 2O 21 22 23 RESOLUTION 83-96 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA AUTHORIZING FUEL EFFICIENT TRAFFIC SIGNAL MANAGEMENT PROGRAM GRANT APPLICATION WHEREAS, the City of Tustin recognizes that it is in the interest of the national economy to promote the conservation of energy resources and to reduce our nation's dependence on costly foreign oil; and, WHEREAS, fuel efficient traffic signal management by the City of Tustin will provide benefits to the local community in the form of improved traffic flow, reduced fuel consumption, reduced vehicle operating costs, reduced air pollutant emissions, and improved safety due to smoother flow; and WHEREAS, funds have been established and are available through the California Energy Commission for grants to local governments for efficient traffic signal management projects; NOW, THEREFORE, BE IT RESOLVED, that the City Council finds and determines that this project is categorically exempt from the requirements of the California Environmental Protection Agency; BE IT FURTHER RESOLVED that the City Council of the City of Tustin authorizes the submittal of an application to the California Energy Commission for a grant and the Director of Public Works/City Engineer of the City of Tustin is hereby authorized and empowered to execute in the name of the City of Tustin, all necessary applications, contracts, and agreements to implement and carry out the purposes specified in this resolution.
