HomeMy WebLinkAboutCC 5 BLDG INSP VACANCY 10-17-83AGENDA DATE: October 17, 1983 CONSENT CAT~NDAR No. 5 10-17-83 Inter-Corn FROM: SUBJECT: Honorable Mayor & City Council Members Community Development Department Request to Refill Building Inspector Vacancy OI~USSIO# For the past several years, the City has employed two (2) permanent, full-time building inspectors in the Community Development Department. The retirement of one inspector in July created a vacancy within the department. For a .trial period, the Building Division has utilized the services of our contract plan check consultant to provide the City with a part-time building inspector in lieu of refilling the vacant position. Jose ~lad and Associates provides these services at a contract price of $30.00 per hour. During the months of July, August and September contract inspectors were used as required by case load. Staff has determined it would be more cost efficient to employ our own part-time inspector than to contract with Melad and Associates. Additionally, different contract inspectors were provided which led to inconsistency and confusion on several job sites. Familiarity with the history and construction status of projects is very important for a building inspector. A full-time building inspector can perform 10-15 inspections daily, depending on project size and complexity of the inspection. While in the past months, inspection requests in excess of 20 per day were not uncommon, neither were they frequent enough to warrant two full-time inspectors. Therefore, there appears to be two options: 1. employ a part-time building inspector for Building Division inspections only, or; employ a full-time inspector, allocating 50% of the time to Building Division inspections and 50% toward zoning inspection activities. Undoubtedly, in the future, the City will require two full-time inspectors, if not more when construction commences on the Irvine Ranch. However, at this time, staff wishes to recruit a part-time (approximately 25 hours weekly) building inspector, yet be authorized to increase those hours to full-time status when the case load demands. Staff further requests authorization to refill the position on a full-time basis should recruitement for a part-time inspector be unsuccessful.
