RESOLUTION 83-80, AUTHORIZING A WORKERS COMPENSATION
BENEFIT PAYMENT ACCOUNT
RECOMMENDATION
Adopt Resolution 83-80 authorizing a workers compensation benefit payment
account.
BACKGROUND
The City of Tustin has been self-insured for workers compensation benefits
for approximately five years. During this time we have contracted through
the Orange County Cities Risk Management Authority JPA with a.third party
administrator to process all worker compensation claims.
We have a benefit payment account with a maximum balance of $10,000 that the
TPA utilizes to pay benefits and settle claims. Vouchers are sent to the
City regularly and we reconcile the account monthly. The TPA is fully bonded
and we have had a very good working relationship over the span of our self-
insured program. This action is merely a housekeeping matter that will
facilitate any changes on the signature cards held by the bank.

RESOLUTION 83-80
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, AUTHORIZING A WORKER'S COMPEN-
SATION BENEFIT PAYMENT ACCOUNT AND PROVIDING PRO-
CEDURES THEREFOR.
5 The City Council of the City of Tustin, california,
resolves as follows:

1. The Finance Director of the City of Tustin is hereby
7 authorized to deposit into and maintain in a special bank account
sums not to exceed a total balance at any time greater than Ten
$ Thousand Dollars ($10,000.00) for the sole use and purpose of
9 payment of Worker's Compensation benefits prescribed by law.
2. The Finance Director is authorized and directed to
10 designate in writing not more than five (5) persons who may be
signators on said account and shall provide instructions to the
11 bank in which said account is maintained that the signatures of at

least two (2) of said designated signators shall be required on all
12 checks drawn on said account. A copy of the designation of signa-
tors by the Finance Director shall be maintained on file in the
13 office of the City Clerk.
14 3. The Finance Director is directed to monitor and audit
all payments made on the worker's compensation benefit payments
15 account in keeping with good municipal accounting and auditing
16 practice.
PASSED AND ADOPTED at a regular meeting of the City Council
17 of the City of Tustin, California, held on the day of
