SUPPLEMENTARY. REPORT ON FRONTIER PARK
RECOMMENDATION:
Pleasure of the Council
BACKGROUND:
The Council received an initial staff report on Frontier Park at its
October 5, 1983 meeting. The report outlined the measures staff had
taken to respond to a letter received by the Council from Mrs. Debbie
Thomas outlining her concerns about Frontier Park and its play equipment.
Mrs. Thomas met with staff and pointed out several modifications to
existing play equipment and structures which she felt would improve safety
when the equi~pment was used by children under five years old.
Staff examined and researched'the suggestions provided by Mrs. Thomas
and the safety concerns she had identified. Several maintenance tasks
were completed by in-house staff~and one damaged play apparatus was
removed. Cost estimates were obtained for the balance of the improve-
ments which could not be completed by City personnel.
It was recon~ended by staff that no modifications be made to the existing
play structures at Frontier Park, The City would become liable for any
future accidents/injuries if it were to modify the existing play structures
to acconmnodate younger children. Since any modification of existing play
structures would create additional liability for the City, it appears
that the only alternative which will appease Mrs. Thomas is to build a
separate play area for children under five years old.
The proposed play area would include on~ new piece of play apparatus, a
multi-purpose play center designed for pre-school children (attachment "A").
Cost estimates range from $2,250.00 to $3,338.00 for various types of
play centers.
The existing spring animals and swing set could be relocated to complete
the pre-school tot lot area. Installation of new equipment, relocation
of existing equipment and the construction of a new sand pit and concrete
curb would bring the cost of the project to approximately $10,000.

ON FRONTIER PARK
Supervision would remain an important element for the safe use of the
play equipment by children under five years old. Parental supervision
of pre-school children is always necessary and recon~nended no matter
what the design of a play area. At no time would staff recommend the
unsupervised use of a park or playground by children under five years
old.
The 1980 census recorded 217 children under the age of five residing in
the tract bordered by Newport Avenue, Browning Avenue, Walnut Avenue and
Nisson Road. (attachment "B") This represents 5.7% of the population
of the tract, 0.6% of the total City's population and 10% of the City's
under five population. The 1980 census also recorded 559 youth between
the ages of 5 and 18 residing in the area representing 14.8% of the tract.
These figures indicate that the population of children in the area is
about average for the City of Tustin. The overall City population of
children under five years old is 5.9% of the total population, 5-17 year
olds make up 17.2% of the City's total population.
The general recreation and open space needs of the residents in the census
tract surrounding Frontier Park are met by Frontier Park and the nearby
Beswick Elementary School. The playground apparatus at Frontier Park
is designed to appeal to a wide age range of children. The existing play
area is heavily used and has a good safety record.
The proposed addition of a pre-school tot lot area must be evaluated in a
period of budgetary constraints. The approximately $10,000 project
would provide a play area designed for young children. It would not
eliminate the need for parental supervision.
