COUNCIL OF TUSTIN, CALIFORNIA,
HELD ON MONDAY EVENING, DECEMBER
l, 1952, AT 7:30 P. M. AT THE
CITY HALL
COUNCILMEN PRESENT: Vincent L. Humeston, Frank E. Bacon, Jr.,
Wm. I. Miller and Wintford L. Tadlock.
COUNCILMEN ABSENT: None
CITY ATTORNEY: C. Arthur Nisson, Jr., was present.
The meeting was called to order by Mayor Humeston at 7:30
P.M.
Minutes of the previous meeting ware read and approved.
The oath of office was administered to Councilman Wint-
ford L. Tadlock, appointed to fill the unexpired term of Wil-
liam H. Gray, ending in April, 1956.
On motion of Councilman Miller, seconded by Councilman
Bacon and duly carried, the City Clerk was ordered to prepare
a warrant in the amount of $50.00 in favor of D. X. Martin to
settle his claim of a duplicate tax payment of assessment No.
351 of the fiscal year 1951-52, as provided for in the minutes
of August 4, 1952.
Councilman Miller reported on prices of a Disston, also
a McCullough Chain Saw. The purchase of a saw was discussed
at length and was held over until a future meeting.
Mayor Humeston opened three bids for the removal of an
Acacia Tree which overhangs the house at 660 West Third St.
California Tree Service bid $192.00 on the basis of leaving
a 4 foot stump, or complete removal including roots and deb-
ris for $256.00. C. V. Robinson bid $200.00, including stump
and root for $75.00 additional, providing the City remove
water lines at base of tree. Reliable Tree Service bid to
top for $145.00, or remove stump and all complete for $220.00.
Councilman Miller moved to accept the Reliable Tree Service
bid of $145.00 and that City Attorney Nisson prepare a con-
tract to be executed by the Mayor and City Clerk. Seconded
by Councilman Bacon the motion carried.
Councilman Miller moved that Councilman Bacon contact
Reliable Tree Service and arrange for removal of a Pepper
Tree on the South side of the 300 block on Main Street.
Seconded by Councilman Tadlock the motion duly carried.
Councilman Miller brought up the matter of damaged curb-
ing, cracked sidewalk, and certain damage to Mrs. Means prop-
erty at 250 South "B" Street upon which a pepper tree fell
recently. Street Superintendent Johansen was instructed to
view the damage and to confer with Mrs. Means in regard to
satisfying her as to possible damages.
City Attorney Nisson presented Resolution No. 325 en-
titled 'Resolution of the City Council of the City of Tustin
Approving Plans and Specifications for the Improvement of
Prospect Avenue, between Main Street and First Street, and
Authorizing and Directing the City Clerk to Advertise for
Bids" which was read by title only on motion of Councilman
Miller, seconded by Councilman Bacon and carried.
Resolution No. 325 was adopted on motion of Councilman
Miller, seconded by Councilman Bacon and duly carried.
Councilman Bacon presented the report of Police Chief
Johansen itemizing the activities of the Police Department
for the month of November
Mayor Humeston announced the appointment of Councilman
Tadlock as Commissioner of Finance.
The following bills were presented and ordered paid with
the exception of a bill of W. R. Gordon for repairs to the
Police cars, which the Council desires to be itemized be-
fore payment, upon motion of Councilman Miller, seconded by
Councilman Tadlock and carried.

The meeting was adjourned on motion of Councilman Miller,
seconded by Councilman Bacon and duly carried.
