MINUTES OF A MEETING OF THE CITY
COUNCIL OF TUSTIN, CALIFORNIA,
HELD ON MONDAY EVENING, OCTOBER
6, 1952, AT 7:30 P. M., AT THE
CITY HALL
COUNCILMEN PRESENT: Vincent L. Humeston, Frank E. Bacon, Jr.,
William H. Gray and William I. Miller.
COUNCILMEN ABSENT: J. Roy Teter.
CITY ATTORNEY; C. Arthur Nisson, Jr., was present.
Meeting was called to order by Mayor Humeston at
7:30 P. M.
Reading of the minutes was deferred so that City
Engineer McBride could make his report to the Coun-
cil and leave early.
The following bids for paving the alley back of the
Francis Motel and Third Street were received and
read. Hardy & Harper, $820.80; R. J. Noble, $853.95;
Sully-Miller Co., $931.33; John E. Blystone,$1,071.25.
FRANCIS MOTEL A motion by Councilman Miller, seconded by Councilman
ALLEY PAVING Gray, that the action by City Engineer McBride in
AWARDED TO awarding t he contract by written order to Hardy &
HARDY & HARPER Harper for the paving of the alley back of the Francis
Motel, and Third Street, for the sum of $820.80 be
approved, was duly carried.
A motion by Councilman Miller, seconded by Councilman
Gray, that Plans and Specifications for the improve-
ment of prospect Avenue, Project 20, Major City
Streets, presented by City Engineer McBride, be ap-
proved, was duly carried.
Minutes of the meeting of September 15 and the Special
Meeting of September 29 were read and approved after
a minor correctlon in wording whereby the words "duly
certified were inserted in the paragraph regarding
the presentation of recall petitions by Deputy City
Clerk Arthur O. Park in the Minutes of the Special
Meeting of September 29th.
Correspondence was presented by Mayor Humeston. A
letter from the State Compensation insurance Fund re-
garding dividends was read. Councilman Miller sug-
gested that the City Clerk write the State Compensa-
tion Insurance Fund regarding the City's accumulated
reserve.
Mayor Humeston reported on a survey of the property
owners along Third Street regarding a curb and found
prevailing opinion against having one installed at
this time.
RESOLUTION NO. Resolution No. 319 was read by title. On motion of
319 ADOPTED Councilman Miller, seconded by Councilman Bacon,
Resolution No. 319 was adopted.
Mayor Humeston discussed in a general way the pre-
sent status of the Sanitation District and reported
dissatisfaction with things as they now stand. The
concensus of opinion was that in order to protect
the interests of District Seven that no action
should be taken until further information is ob-
tained.
Councilman Gray reported for Civil Defense that the
City has no-proper storage facilities for First Aid
Supplies.
Councilman Miller reported that Bill Merker, Distribu-
tor for Seaside Oil Co. products,passed away unex-
pectedly.
Motion by Councilman Miller, seconded by Councilman
Bacon and duly carried, that the City Attorney and
Chief of Police Johansen proceed with the arrange-
ments for collection of outstanding Warrants and
that a Resolution to the effect be drawn.
CHIEF JOHANSEN Motion by Councilman Bacon, seconded by Councilman
AUTHORIZED TO Miller, that Chisf of Police Johansen be authorized
FORM POLICE to procced with t he plan to form a Police Reserve,
RESERVE was duly carried.
Motion by Councilman Miller, seconded by Councilman
Gray and carried, that the following bills be paid.
