HomeMy WebLinkAboutCC 8 TREE REMOVAL 09-19-83 9-19-83 DATE: September 14, 1983 ~ ~ ~r -- C ~'~ William Huston, City Manager Bob Ledendecker, Director of Public Works/City Engineer SUBJECT: Request for Tree Removal L Recommendation: That the Tustin City Council at their meeting of September 19, 1983 approve the removal of six Eucalyptus trees along San Juan St., adjacent to 13751 Red Hill Ave. and replacement with approved 15 gallon size trees. Background: Staff has received a letter from the property owner at 13751 Red Hill Avenue requesting the removal of six Eucalyptus trees in the parkway of San Juan St. and adjacent to his property. (Copy attached) In the mid 1970's when the street improvements were constructed, staff recommended the removal of these trees at that time. Since the construction of the street i~rovements, two trees have been blown ,over onto the roof of the building. In July, 1978 Council adopted a policy on tree removal and replacement as follows: Case I - Problem tree causing present or future damage to curbs and sidewalks. City removes problem tree and replaces it with a 15 gallon size tree at City expense. Case II - Undesireable tree due to extensive litter or other problems. City removes tree at City expense and replaces it at property owner's expense for labor, tree and materials. Case III - Unapproved tree (not of a problem or undesirable species). City removal and replacement at full cost to property owner. Discussion: These six Eucalyptus trees have been contained within the parkway of San Juan St. since the mid 1970's. Previous to that time, these trees had been growing in an open field for several years. When a tree is contained in this way, the roots tend to develop a dry rot condition which makes the tree very susceptible to being blown over under windy conditions. As previously indicated, two trees in this area have been blown over during the Santa Aha Wind conditions. September 14, 1983 William Huston, City Manager Request for Tree Removal Page 2 One of the six trees is presently dead and it is expected that the remaining trees will eventually die from native habits of the root system and their containment. The curb and gutter along San Juan Street is also showing signs of displacement from the tree roots. It is staff's opinion that these Eucalyptus trees fall within Case I of the Council Policy and recommend that they be removed and replaced with an approved tree.
