Staff has received tw~ additional design concepts frcm Caltrans
regarding the subject interchange as follows:
1. Major Reconstruct Interchange Alternative -Modified.
2. Design Variation Plan 4 -Modified
These concepts were initiated by the City of Santa Ana and Orange
County Envirorm~ental Management Agency and prepared by the Caltrans
Staff.
Caltrans has indicated that these tw~ modified plans will not be
addressed in the Reconstruct Interchange Environmental Document which
is currently being prepared fo~ circulation due to time constraints of
the present Project Development schedule. It was indicated that they
mybe addressed in a separate supplemental dooanent.
We have requested additional copies of these two concepts for
distribution to the City Council which are attached.
Each of these concepts will be described below with the adverse
impacts to Tustin denoted:
Major Reconstruct Interchange Alternative-Modi.fied
This design concept provides for a separation of the SR-55 on-off
ramps at Irvine Blvd./Fourth St. in that the Southbound SR-55 on
ramps would be moved from Irvine Blvd./Fourth St. to First as
would the Northbound SR-55 off ramps. This would leave the
Southbound SR-55 off ramps and Northbound SR-55 on ramps at
Irvine Blvd./Fourth St.
Adverse impacts to Tustin would be:
One, maybe two additional signalized intersections
under Caltrans' operational control on First St. We
have found in the past, that Caltrans utilizes the
majority of the signal cycle times for green time on
the ramps, which imposes a hardship on the local
streets, i.e., Red Hill at I-5 Freeway and Newport at
I-5 Freeway.

b. Closeness of the Caltrans intersections to the Tustin
Avenue and First Street intersection.

Possible additional right-of-way requirement on the
westerly and easterly side of the freeway between First
St. and Main St.

Closure of Pasadena Ave. Southerly of First St. and the
diversion of all Northbound Pasadena Ave. traffic via
Second St. and Myrtle Ave. to First St. and possible
need for signalization at the M~-tle Ave./First St.
intersection.
e. Additional freeway oriented traffic added to First
Street within the Tustin
The separation of these ramps appears to be of the. biggest
benefit to the City of Santa Ana with respect to the intersection
of Tustin Ave. and Fourth St. and of no specific benefit to
Tustin. It is suggested that staff be authorized to respond to
Caltrans with a negative position and reaction to this
alternative.
Design Variation Plan 4 ~ Modified.
This design concept lies totally within the City of Santa Anaand
would eliminate the I-5Northboundand Southbound off ramps to
First Street. These changes should not directly affect Tustin
due to the availability of Southbound off ramps and the
Northbound off ramp at Fourth Street. The suggested response to
Caltrans on this design concept would be a concurrence.
These documents were received from Caltrans in mid August. It would
be desirable to respond to Caltrans by mid-September.
