Background: Staff has received the application forms for the 1983-84 Bicycle and Pedestrian Facility Projects to be funded with Senate Bill (SB) 821 funds. These application forms must be returned to the Orange County Transportation Commission no later that October 17, 1983. The City Council expressed a safety concern at a recent meeting when awarding a bid for handicapped ramp construction, a previous S.B. 821 funded pedestrian facility project. As a result of this concern, staff has made up a list of other type projects that would be eligible for this funding. Yhese projects will be described in the discussion portion of this report. Tustin's allocation of S.B. 821 funds for fiscal year 1983-84 is $8,634.00. Discussion: Staff has reviewed the City for locations of sidewalk construction which will benefit the general public to the greatest degree. These locations areConsidered pedestrian facilities and are listed below with their estimated construction cost: Sidewalk construction on the northerly side of Main St. between Myrtle Ave. and the Costa Mesa Freeway. Estimated cost $9,000. September 9, 1983 William Huston, City Manager Bicycle and Pedestrian Facility Projects (F.Y. ~983-84) Page 2 Sidewalk construction on the northerly side of McFadden Ave. and 200+ ft. easterly of Tustin Village Way and Pasadena Ave. Estimated cost $12,800. Sidewalk construction on the northerly side of Beneta Way between Prospect Ave. and 100+ feet westerly of Livingston Way. Estimated cost $18,300. 4. Handicapped ramp construction at nineteen corners and at the following intersections: a. Red Hill Ave. at Nisson Rd. b. Red Hill Ave. at Lance Dr. c. Red Hill Ave. at Olwyn Dr. d. Newport Ave. at Walnut Ave. e. Walnut at Del Amo Ave. f. McFadden Ave. at Pasadena Ave. g. McFadden Ave. at Walnut Ave. Estimated cost is $8,550. Sidewalk construction along the southerly side of Nisson Rd. between 900~ ft. easterly of Red Hill Ave. and 300~ ft. westerly of Browning Ave. Estimated cost is $8,634.00. This project would require an additional $34,200.00 for curb and gutter and paving cost which would not be eligible under S.B. 821 funding. The City, historically has not been supportive of painted bike lanes on streets, due to the need of on-street parking removal to provide the best degree of bicycle safety. Staff has reviewed two locations, which would be acceptable for the installation of on-street bike lanes adjacent to the curb. Staff recommends that all on-street parking be removed prior to the installation of any on-street bike lanes. The two locations are listed below with their estimated installation cost: Walnut Avenue between Cherrywood and Myford Road and between Oxford Ave. and Browning Ave. Estimated cost is $3,880. Bryan Avenue between Newport Avenue and Browning Avenue. Estimated cost is $5,635. This location would require the removal of on-street parking which could be a problem with some of the areas between Newport Ave. and Red Hill Ave. adjacent to the commercial units and multiple residential units. The on-street bike lanes would consist of a solid white painted line 5-6 feet from the curbface, painted legends within the bike lanes and appropriate signing as required. It is requested that the City Council select a type of project or a combination of project types for submittal to O.C.T.C. for the 1983-84 Bicycle and Pedestrian Facility project program at their September 19th meeting. The formal application, etc. will then be returned to their October 3rd meeting for their final action, so that the October 17th deadline date can be met. If the Counci) desires not to proceed with any submittals for the 1983-84 fiscal year, Tustin's allocation of $8,634.00 will be redistributed to the other Orange County Cities.
