HomeMy WebLinkAboutCC 6 WTR MAIN DEFICIENCY 9-6-83AG ~ ~ CONSENT CALENDAR ENDA ~- 9-6-83 Inter-Corn ~T~: AUGUST 17, 1983 F ROM: SU~J ~(;T: WILLIAM HUSTON, CITY MANAGER BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER WATER MAIN DEFICIENCY RECOMMENDATION: That the Tustin City Council, at their meeting of September 6, 1983, pass and adopt the attached resolution determining that an emergency exists in the City of Tustin water system so as to necessitate the immediate expenditure, of public money for replacement of certain water mains and authorize the Public Works Director to utilize City forces to effect said replacement of said water mains. It is further recommended that the City Council authorize a supplemental appropriation to the preliminary 1983-84 Water Service Capital Improvement Program as follows: Rosal-ind Drive northerly of Fairhaven Ave. - $18,050.00 .Loretta Drive northerly of Fairhaven Ave. - $18,050.00 and reschedule the Laguna Rd. water main improvements in the amount of $9,000.00 to fiscal year 1984-85. BACKGROUND: It has been brought to the City's attention by the Orange County Fire Department that the water flow and pressure within the 12000 block of Rosalind Drive is inadequate for fire fighting purposes (copy of letter attached). DISCUSSION: The Water Service has field tested the water system in the 12000 block of Rosalind Drive (northerly of Fairhaven Ave.) and found the following: Fire Hydrant #1 located just northerly of Fairhaven Ave. on Rosalind Dr. to yield 375 gpm at 40 psi. Fire Hydrant #2 located at the northerly end of the Rosalind Dr, cul-de-sac to yield 175 gpm at 39 psi. Both of these flows are inadequate for fire fighting purposes. The present water main within Rosalind Drive is a 4 inch diameter steel pipe which was installed in 1954 and is most likely corroded which restricts the flows. The preliminary estimated cost, if installed under Public Works contract, for the water main and fire hydrant replacement in the 12000 block of Rosalind Drive with and without service conversions is as follows: With Service Conversions - $34,700.00 Without Service Conversions - $25,700.00 At this time, we have not received any formal notification regarding Loretta Dr., which is a similar type of situation and is located just easterly of Rosalind WATER MAIN DEFICIENCY AUGUST 17, 1983 PAGE ll~O Dr. and northerly of Fairhaven Ave. The cost for the Loretta Drive water main replacement would be the same as that for Rosalind Drive $34,700.00 with service conversions and $25,700.00 without service conversions if installed under Public Works contract. Both of these water mains are within the potential sale area pertaining to the City of Orange. The cost of any water main replacement at this time would be recoverable at the time of sale. For example, the cost of a new A.C. water main approximately one or two years old would certainly be of more value than a thirty year old 4" steel water main. Additionally, I don't believe the City should place itself in the position of operating a water system which has been officially notified as inadequate for fire fighting purposes. These two projects could be determined an emergency situation by a four-fifths vote of the City Council and adoption, of the attached resolution per Section 37906 of the Government Code. This would enable the Water Service personnel to commence construction of said water main replacement once all County permits have been acquired without going through the formal public works bidding process, which would take about four months for plan preparation and bidding procedures. This process will also allow the projects to be completed by in-house personnel at a cost less than previously estimated. The attached resolution declare~ that an emergency exists in the City of Tusttn water system so as to necessitate the immediate expenditure of public money for the replacement of water mains to safeguard life, health, or property. The net estimated additional cost and impact to water budget for these projects if installed by City forces would be as follows: Total Contract Cost Less Labor Cost Already in City Water Budget Reschedule Laguna Rd. Capital Improvement PorJect to 1984-85 $69,400 -24,300 $45,100 - 9,000 Net Estimated Additional Cost to Water Budget $36,100 Director of Public Work~/ City Engineer db Attachment cc: Ron Nault Earl Rowenhorst 1 9 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 28 RESOLUTION NO. 83-61 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, DECLARING THAT AN EMERGENCY EXISTS IN THE CITY OF TUSTIN WATER SYSTEM SO AS TO NECESSITATE THE IMMEDIATE EXPENDITURE OF PUBLIC MONEY FOR REPAIR OF WATER I~UkINS TO SAFEGUARD LIFE, HEALTH, OR PROPERTY WHEREAS, the City of Tustin provides water to the residents of the City and the surrounding areas; and WHEREAS, said residents are totally dependent upon the City for providing such water; and WHEREAS, certain of the City's water mains as shown in Exhibit "A" attached hereto and incorporated herein are in such extremely poor condition and do not provide adequate flow and pressure for fire.fighting purposes; and WHEREAS, the condition of said water mains is such that the public interest and necessity demand the immediate expenditure of public money to repair said water mains to safeguard life, health, or property; and WHEREAS, Government Code Section 37906 permits the City Council to expend such sums as may. be required in the emergency without complying with the bidding requirements for public projects in the case of such an emergency as presently exists in the City'of Tustin water system. NOW, THEREFORE, the City Council of the City of Tustin, California, hereby resolves as follows: The City Council finds, determines, and declares that the water mains in the City of Tustin water system as shown and described on Exhibit "A" attached hereto, are in such extremely poor condition, in a state of such disrepair, and so subject to substantial failure at any time without notice as to constitute an emergency and that the public interest and necessity demands the immediate expenditure of public money for the repair of said water mains to safeguard life, health, and property of those who are dependent upon the water supplied by the City of Tustin. The Public Works Director of the City of Tustin is hereby authorized and directed to expend such funds and to use the City's work force to immediately effect the repair and/or replacement of said water mains. Our infomation indicates a flow of 170 gallons per minute and 34 pounds pressure. This is inadequate for fire fighting purposes.
