HomeMy WebLinkAboutCC MINUTES 1952 09 02 MINUTES OF A MEETING OF THE CITY COUNCIL OF TUSTIN, CALIFORNIA, HELD ON TUESDAY EVENING, SEPTEMBER 2, 1952, AT 8:15 P, M., AT THE CITY HALL COUNCILMEN PRESENT: Vincent L. Humeston, William I. Miller, J. Roy Teter, Frank E. Bacon, Jr,, and William H. Gray. COUNCILMEN ABSENT: None CITY ATTORNEY: C. Arthur Nisson, Jr., was present. Mayor Humeston called the meeting to order at 8:15 P. M. Minutes of the previous meeting were read and ap- proved after details of the 1952-53 Budget were de- leted in paragraph 9 due to the fact that all de- tailed information is included in Resolution No, 313 as adopted, . D. X. MARTIN'S Mrs. R. O. Folkner, representing her father, Mr. D. ASSESSMENT X. Martin, was present relative to Mr. Martin's CONFIRMED BY protest regarding the assessment on his property BOARD OF located in Tract No. 396 to the Council now sitting EQUALIZATION as a board of Equalization as held over from the previous meeting of August 18. Deputy Assessor Arthur O. Parks was present and testified before the Board that there was no basis for the protest and that no change in the valuation of Mr. Martin's property in question is in order at this time. The assessment as levied was found to be equitable and fair and on motion of Councilman Teter, seconded by Councilman Gray and duly carried, the Board voted to confirm the assessment and declared the Tax Roll equalized, RESOLUTION City Attorney Nisson presented Resolutlon No. 314 R the City Council of the NO. 314 entitled "A Resolution of the City Council of the ADOPTED City of Tustin Appointing a Deputy City Clerk" which was adopted.on motion of Councilman Miller, seconded by Councilman Bacon and carried, Attorney Nisson presented Resolution No. 315 en- titled "A Resolution of the City of Tustin Fixing and Determining the Number of Cents on Each One Hundred Dollars ($100.00) of the Assessed Valuation of the Taxable Property Within the City of Tustin To Be Levied and Collected as a Revenue to Pay the General Running Expenses of said City During the Fiscal Year 1952-53, On motion of Councilman Mil- ler, seconded by Councilman Gray and duly carried, Resolution No. 315 was read by title only. RESOLUTION Councilman Miller moved to adopt Resolution No. 315, NO. 315 Councilman Bacon seconded the motion. Motion car- ADOPTED ried. Resolution No. 315 adopted, Mayor Humeston stated that a recent check he made with Police Officer Sissel shows the need of several more street lights at various locations, Mayor Humeston presented correspondence including a request from"Tell-N-It To The Marines" magazine for a Greeting from the City of Tustin to the Marine personnel on the occasion of the Birthday Issue of the magazine on November 10th next. Council agreed that this should be done. Also letters were pre- sented from the City of San Fernando and the City of Needles, Calif., relative to the proposal of the County Supervisors Association concerning a 4% State wide sales tax which the above cities are opposed to. The matter was discussed by the Council and it was agreed to take no action at this time. Police Commissioner Bacon presented and read a re- port concerning the activities of the Police Depart- ment during the month of August, 1952. RUBOTTOM'S The salary of Police Officer Willlam A. Rubottom was SALARY increased to $280.00 per month beginning September RAISED TO 1, 1952, on motion of Councilman Bacon, seconded by $280.00 - Councilman Miller and duly carried. PER MONTH. Phillips 7.62 TOTAL $1,610.19 MCBRIDE City Engineer J. L. McBride was present and outlined AUTHORIZED the present situation in regard to paving the alley TO PROCEED in rear of the Francis Apartments and that portion WITH ALLEY of the alley leading out into "D" Street. Councilman PAVING Miller moved that Engineer McBride be authorized to PROJECT IN proceed with the project of paving the alley located BLOCK 14 in Block 14, City oflTustin, as outlined, at a total cost not to exceed $1,000,00. Seconded by Councilman Teter the motion duly carried. The matter of appointing a new Police Chief was dis- cussed by the Council at length but no decision ar- rived at. The meeting was adjourned on motion of Councilman Bacon, seconded by Councilman Teter and duly carried, Vincent L. Humeston Mayor S. C. Penington City Clerk
