COUNCIL OF TUSTIN, CALIFORNIA,
HELD ON MONDAYEVENING, AUGUST
18, 1952, AT 7:45 P. M. AT THE
CITY HALL.
COUNCILMEN PRESENT: Vincent L. Humeston, Frank E. Bacon, Jr.,
J. Roy Teter, William H. Gray and William
I. Miller,
COUNCILMEN ABSENT: None
CITY ATTORNEY: C. ArthurNisson, Jr., was present.
The meet!ng was called to order by Mayor Humeston at
7:45 P.M.
Minutes of the previous meeting were read and approved.
MRS. RAY E. Mayor Humeston presented a letter from the State Com-
STATES pensation Insurance Fund, dated August 13, 1952,
AWARDED which stated that Mrs. Lottie M. States had been
$7,400.00 awarded a total of $7400.00 as a result of the death
of her husband Police Chief Ray E. States.
Mrs. R. O. Folkner was present representing her father,
Mr. D. X. Martin, and presented a protest to the Board
of Equalization regarding the assessment levied on his
property known as Lot 10 in the Tomas Yorba Tract. Mr.
Martin's protest was based on his contention that the
property in question is assessed higher in proportion
than is surrounding property. Attorney Nisson stated
that it would be necessary for Mr. Martin to appear
and verify the application for reduction of assessment
by an affidavit.
On motion of Councilman Miller, seconded by Councilman
Bacon and duly carried, it was agreed to continue the
sitting of the Board of Equalization to and including
the next regular meeting of the Council on September
2nd.
The matter of hiring a new Police Chief was brought
up by Mayor Humeston. Council requested Police Commis-
sioner Bacon to check on the references of the various
applicants. It was then agreed by the Council to hold
a Special Meeting in the City Hall on Monday, August
25, 1952, at 7:30 P. M., for the purpose of interview-
ing the various applicants.
AUDITOR'S Mr. H. Louis Hanson, of Hanson & Peterson, Auditors,
REMUNERATION was present and discussed with the Council various
INCREASED matters in connection with the 1952-53 Bidget. Upon
motion of Councilman Gray, seconded by Councilmm
Teter and duly carried, it was agreed that the re-
muneration of the Auditor be increased forthwith
from $50.00 per Quarter to $100.00 with the under-
standing that the preparation of certain extra re-
ports, etc. be included in the above figure.
Mrs. Helene Nelson, of 540 W. First St., protested
through Mayor Humeston that 'the cross walk in front
of her property prevented her from parking in front
of her home. Upon motion of Councilman Bacon, sec-
onded by Councilman Teter and duly carried, it was
agreed that City Engineer McBride, Mayor Humeston
and Councilman Miller view the existing situation,
take necessary action and report at a later meeting.
Mayor Humeston brought up the matter of a Budget for
1952-53 which was discussed by the Council in detail.
The following Budget was agreed upon for the various
City Departments as outlined in Resolution No. 313.
RESOLUTION NO. On motion of Councilman Miller, seconded by Council-
313 ADOPTED man Gray and duly carried, Resolution No. 313 per-
taining to the 1952-53 Budget was presented and
adopted.
BILLS The following bills were presented, approved, and or-
dered paid on motion of Councilman Bacon, seconded by
Councilman Teter and carried.

Councilman Miller moved to adjourn. Councilman Teter
seconded the motion. Motion carried.
