HomeMy WebLinkAboutRPT 2 CHRISTMAS DECOR 9-6-83 9-6-83 Inter-eom DATE: August 30, 1983 SUBJECT: Bill Huston, City Manager Bob Ledendecker, Director of Public WOrks/City Engineer Monda Buckley, Administrative Assistant Christmas Decorations on E1 Camino Real At the meeting of August 15th~ Council directed staff to research the possibility of decor~fing E1 Camino Real bet~cn Newport Avenue and First Street and Main Street at Prospect and "C" Streets during the Christmas Season. It should be noted that City Attorney P~urke has advised against participation in this activity. A letter addressing this issue will be forthcoming from Mr. Bourke. The Staff conducted a field observation at each intersection within the designated area to determine what might be required in the way of decoration and the possible sources of energy, if necessary, for s~e. This observation revealed inconsistencies among intersections. That is, an intersection might have no trees on which decorations could be attached, other intersections b~d trees on only two corners of'the intersection, while other intersections had trees varying in size fr~m large to very small and, yet others with trees offset frc~ the intersection and not necessarily City owned. This situation does not lend itself.to continuity when planning a decorative design. Staff has established four possible approaches to decorating this area; however, before exact cost can be determined, a decision as to which trees are to be decorated will nc~ to be made. If all intersection trees are decorated, on those corners where the trees are-not City owned, the property owner would nt~d to authorize the attachment of the decorations. Considerations: Attach non-luminated decorations to. the designated trees. The cost for ornaments would depend on the type chosen. Associated in-house costs would be: 4 maD_hours (2 employees, 2 hours each) @ $12.20/hr. ~qui~ment: 1 aerial truck for 2 hours @ $15/hr. 1 pickup truck for 2 hours @ $10/hr. Equil:merit: 1 pick up truck for 1 hour @ $10/hr. $t2.20 10.00 5.30 $27.50 If luminated decorations are used, there are four power sources to be considered: a) b) The property adjacent to decorated tree could supply electricity; however, there would not be a direct power source for each tree necessitating a generator power pack for the trees adjacent to vacant land. The City my be responsible for reimbursing the property owner for the cost of electricity used, and in the event of power failure, fire, or other property damage, the City ~ould be liable. At the three signalized intersections, power could be derived frc~ .the signal controller. However, the panel door could not be secured, thus subject to vandalism. The energy drain on the system could cause a malfunction of the signal. Also, wires would~need to be attached aerially a~d this is in an underground district. Council w~ld r~cd to approve aerial connections; even if approved, the wires would be low enough that vandalism and truck traffic would be a ~oncern. Outside labor would be needed for connection to the controller. An underground conduit could be installed providing a per~a~ nent power source. An electrical engineer w~Lld need to design a circuit and the physiCal installation ~ould require removal and replaomment of the recently constructed street and sidewalk. A contractor w~uld need to install the conduit. d) Individual generator power packs could be rented. The number required (9-24) eamlld depend on the decorative design. Again, the situation of security and/or liability arises. Of the four means of power, on/y suggestions one and four are really feasible. Suggestion one is the least costly, hut has the potential for legal liabilities. Suggestion four is very costly, but poses the least liability. If the power is provided by the ~roperty cmner, the associated hard costs are estimated to be $2,952; with a power pack as the energy source, the estimated costs range from $6,192 to $11,592. 0 A large Christmas tree could be placed and decorated at the Jacobson Memorial. Generator powerpa~ks would supply energy. Again, costs are dependent on the size of the tree and ornaments chosen for decorations. 4~ The City could choose not to become involved with decorating. If any of the first three options are decided upon, other City services will be reduced for approxh~ately three days due to the labor and equipment necessary to perform this ~ork.
