The day-care center would be demolished to make way for the motel. The site is within the Town Center Redevelopment Agency, requiring a review by the Redevelopment Agency. DISCUSSION The Community Development Department received a preliminary plan review for a 52-unit motel on 1.1 acres of land located on Laguna Road across from Orange Street. The subject plan review was circulated to various departments for comments and concerns. Planning - The proposed project, a budget motel catering to overnight and budget-minded travelers, is located in a C-1 Zone, which permits motels and hotels without a use permit. The applicant will be supplying 55 parking spaces to serve 52 rooms, an excess of three parking spaces. Staff requested an enhancement of the proposed architecture and an additional five feet (15 feet total) of setback from Laguna Road. Staff is looking into the possibility of expanding and upgrading this project by including properties to the west of the proposed site. The intent would be to upgrade the project to a mid-roadside motel, similar to Ramada or Travelodge, including a restaurant with the motel. e Engineering - Public improvements will have to be constructed including; curbs and gutters, sidewalks, street trees, street lights, street paving and drive aprons. These public improvements will be placed on the proposed project and the adjacent animal hospital. Annexation to the Orange County Street Lighting and Maintenance District No. 6 will be required, along with payment of sanitation and water fees. Design Review - 52-Unit Motel September 6, 1983 Page 2 Poltce- One of the concerns is the proximity of the motel to Tustin High School. This raises the possibility of crime in both directions; i.e., transients at the motel committing thefts, at the high school and students committing theft of vehicles at the motel. Additionally, the Police have on-going problems at other budget type motels such as drug trafficking and victimless crimes. The Police Department suggests the applicant reduce access into the project to one entrance, place 3-1/2' high block wall along the front with wrought iron on top to help with security and have the applicant secure a management company that is responsible and committed to the security of the establishment. Under Section 324 of the Town Center Redevelopment Plan, development plans shall be submitted to the Agency for approval and architectural re¢iew. This is not a public hearing for a use permit or variance and, as such, does not require a discretionary action by the Redevelopment Agency. The Redevelopment Agency can make any suggestions it feels prudent and justifiable in order that the proposed plan meets the intent of the Redevelopment Plan. This is mainlylimited to architectural improvements, but can include a suggestibn to the applicant that he work closely with various City departments to improve and upgrade the proposed, project.
