,Accept a ~ant award from the County of Orange, Health Cm~e Agency.. for one-time Substance Abuse
Prevention and Treatment Serx4ces funding to develop a Youth A~on Team.
FISCAL ~IPACT:
The Parks and Recreation Ser~fces Department has requested $5,000 to develop a Youth Action Team
at the Tustin Fanfilv & Youth Center. Funding is one-time only. The City.' is not required to proxSde
matching funds.
BACKGROUND:
The Parks and Recreation Serx4ces Department submitted a gant application to the Orange Count3'
Health Care Agent3., DMsion of .Alcohol and Drug _Abuse Serx4ces (ADAS) for Substance Abuse
Prevention and Treatment Block Grant funds..AD.AS was particularly interest~ in malting awards to
fund se~'ices to prox4de'youth leadership development projeas.
The propos~ project includes the coordination and implementation of the Cit3, of Tustin Youth Action
Team. The Ci~' is dedicated to recogmizing and promoting young people as valued and capable
members of the community. With' this commitment to the youth of the communit% the Pa,-ks and
Recreation Sen4ces Department has proposed a strategy to meet the needs of this ta~et population.
This strategy provides for participation in actMties that exclude alcohol, tobacco and other ch-ag use.
Goals of the Youth Action Team are to engage high school aged youth in positive and productive
actMties and experiences during non-school hours. Youth will be encouraged to participate in
program actMties, which focus on youth leadership, community service, personal skill development
and social/recreational activities.
Funding will be used for program start-up supplies, publicity, and for consulting services. Jennifer
Lieberman will provide consultation on development of the program. She has worked with the
T.~rFY collaborative and the Children's Bureau of Southern California on the Healthy Start grant and
has organized, publicized and implemented special events, teen activities and Youth Forums for the
City of Irxdne.

RESOLUTION NO. 98-28
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING AN APPLICATION TO THE COUNTY OF
ORANGE, HEALTH CARE AGENCY FOR GRANT FUNDS FOR
DEVELOPMENT OF A YOUTH ACTION TEAM AT THE TUSTI~ FAMILY
& YOUTH CENTER.
Abuse

WHEREAS, the Orange County Health Care Agency Division of Alcohol and Drug
SerxSces provides funding for Substance Abuse Prevention and Treatment Ser~Sces;
WHEREAS, Alcohol and Drug Abuse Sen,ices is pariicularly interested in making
awards to fund sen,ices to develop youth leadership development projects, training, and
conferences; and
WHEREAS, cities or local governmental entities accepting grant awards must obtain
approval from their council or governing body prior to approval of award by the Orange
County Board of Supervisors; and
WHEREAS, the City will enter into an agreement with Orange County to fund the
development of a Youth Action Team.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of~
Tustin
Approves the filling of an application with the Count3.' of Orange, Health
Care Agency for funding one-time Substance Abuse Prevention and
Treatment Services for development of a Youth Action Team.
Authorizes the Acting Director of the Parks and Recreation Services
Department to negotiate with the County of Orange to provide funding for
Youth Leadership development projects.
Will retain the services of Jennifer Lieberman, Consultant, to provide
ex2oertise and guidance in the developing Youth Leadership projects.
PASSED AN~D ADOPTED at a regular meeting of the Ci~' Council of the City of
Tustin held on the 6th day of April, 1998.
