COUNCIL OF TUSTIN, CALIFORNIA,
HELD ON MONDAY EVENING, MAY. 5,
1952, AT 7:40 P. M., AT THE CITY
COUNCILMEN PRESENT: Vincent L. Humeston, William I. Miller,
William H. Gray and J. Roy Teter.
COUNCILMEN ABSENT: Frank E. Bacon, Jr.
CITY ATTORNEY: C. Arthur Nisson, Jr., was present.
Mayor Humeston called the meeting to order at 7:40
P. M.
Minutes of the previous meeting were read and ap-
proved.
The desirability of taking a City sponsored census
in the near future was mentioned by Mayor Humeston. Council
requested City Attorney Nisson to inquire into the cost of
same.
Mayor Humeston brought up the matter of Fred Preble' s
request for permission for the local Sea Scout organization to
sell fireworks within the City immediately preceeding July
4th. Councilman Miller moved that an acknowledgement of the
application be made and that the matter will be considered as
a portion of the business at the next meeting of the Council.
Seconded by Councilman Teter the motion carried.
Mr. Reuben Tichy, representing the Tustin Presby-
terian Church, was present and requested permission of the
Council for the Church to erect "Welcome Signs" at each end
of the City. Council discussed the matter and on motion of
Councilman Gray, seconded by Councilman Teter and duly car-
ried, the request was granted subject to the submission of
a plan for installation and its approval and approval of the
composition of the wording of the signs by the Council.
Distric Appointment of an Alternate Director of the Sanita-
tion was brought up and Councilman Gray requested that he be
appointed to the position. On motion of Councilman Teter,
seconded by Councilman Miller and duly carried, it was agreed
to table the matter until the next meeting.
Ordinance No. 85 entitled "An Ordinance Regulating
the Subdivision of Land Within the City of Tustin, Establish-
ing Certain Procedure Therefor, Certain Standards of Construc-
tion to be used Therein, and Providing for its Enforcement
and Prescribing Penalties for its Violation" was presented by
City Attorney Nisson. The first reading of Ordinance No. 85
was by title only on motion of Councilman Miller, seconded
by Councilman Gray and duly carried.
Mr. H. Louis Hanson, of Hanson & Peterson, Auditors,
was present and presented a Preliminary Work Sheet relative
to the preparation of the City's 1952-53 budget which was ex-
amined and diseussed by the Council.
Chief of Police States presented a report of Police
activities during the month of April, 1952.
City Attorney Nisson presented a Resolution of the
Tustin Planning Commission requesting approval by the Council
of the Notice Set Up for the public hearing of John Prescott's
application for a change in zoning of his property situated in
Block A, Tract No. 3, in the City of Tustin, on May 19th, 1952,
at 8 P. M. Approval was made on motion of Councilman Gray,

seconded by Councilman Teter and duly carried.
City Engineer McBride was present and reported that
the sum now available from the Chapter 20 Fund for street im-
provements is $8,464.60, to be matched by the City for the
improvement of streets of major importance. Mr. McBride made
the following Suggestions for possibIe improvements for the
consideration of the Council. "B" Street from Main to Sixth
Street; "C" Street, from Main to Sixth Street; "D" Street,
101 Highway to Newport Avenue; Third Street, from Pacific to
"B" Street; Main Street, from California to "D" Street; for
Second and Third Streets a seal coat is recommended; Prospect
Avenue, from First to Main Streets. After discussion Council
agreed that "B" Street, from Main to Sixth Street, for a width
of 20 feet, is a must at an estimated cost of $6,000. Also that
Prospect Street, from First to Main Streets, is a must at an es-
timated cost of $4700. On motion of Councilman Miller, seconded
by Councilman Teter and carried, City Attorney Nisson was in-
structed by the Council to prepare a Resolution requesting the
Department of Public Works to approve Prospect Street, from
Main Street to the North City limits as a major City street.
On motion of Councilman Teter, seconded by Council-
man Miller and carried, the matter of paving at 101 "C" Street
was referred to the Street Commissioner and City Engineer.
Councilman Gray moved that the City Clerk be author-
ized to have the lights turned on at the Elementary School Bail
Park for Tustin sponsored athletic activities during the1952
summer season. The Custodian to be paid by the sponsor or users.
Councilman Teter seconded the motion which was duly carried.
The following bills were presented, approved and or-
dered paid on motion of Councilman Teter, seconded by Council-
man Miller and carried.

Councilman Gray moved to adjourn. Councilman Teter
seconded the motion. Motion carried.
