SUBMITTAL RECOMMENDATION: It the Tustin City Council is desirous of proceeding with the widening of the northerly side of Seventeenth St. between the Costa Mesa Freeway and Prospect Ave. (north) during the 1984-85 fiscal year, it is recommended that they appropriate $8,500.00 within the 1983-84 fiscal year for consultant services consisting of field survey and real estate appraisal. BACKGROUND: I~e City Council has requested that the widening of Seventeenth St. along the northerly side between the Costa Mesa Freeway. and Prospect Ave. {north) be included within the 1984-85 Capital Improvement Program, This widening project would qualify'as an Arterial Highway Financing Program {A.H.F.P.) project. The A.H.F.P. projects are cooperative projects between the County of Orange and the local agency wherein each agency shares the cost on a 50%-50% basis. At this time, there is no estimated cost for this project. DISCUSSION: By December 31st of each year, the County of Orange solicits applications from all Orange County cities for A.H.F.P. projects for the following fiscal year. These applications require the following: 1. Environmental documentation consisting of either a Negative Declaration or an Environmental Impact Report. e Preparation of preliminary drawings to determine an accurate cost estimate for the project. This will require a complete field survey of the project. 3. Appraisal of the land value to be acquired for the widening. This will require the services of a real estate appraiser. The Engineering Division does not have the manpower to accomplish this work along with the other scheduled work prior to December 31, 1983. Consequently, it is suggested that a consultant(s) be retained to perform the following work: Field Survey Land Appraisal Total Estimated Costs ESTIMATED COST $6,000.00 2,500.00 $8,5UU.Ou SEVENTEENTH STREET WIDENING - A.H.F.P.
