It has an existing non-conforming fKeeway sign that was grandfathered as part of the annexation. Any change or modification to a service station requires a Use Permit to be filed. DISCUSSION .The ARCO station on the corner of Red Hill Avenue and San Juan Street is proposing to add a new service to customers, a tune-up program known as "M.P. & G.". While automobile tune-ups are an acceptable use under the City's service station guidelines, the applicant is proposing to change the signing program to promote the service and this requires a use permit. The proposed sign program changes are detailed below. The applicant's sign changes are detailed first, with any staff alterations recommended after this. 1. Business Identification Pole Sign A. The applicant is proposing to add'a 40 square foot per face canister advertising "M.P. & G. Tune-Up" with the existing 33 square foot "ARCO" sign, for a total of 73 square feet per face. By definition of the sign code, this arrangement is considered two signs. B. Based on previous approvals, staff recommends that both signs be incorporated into one canister with a total of 46 square feet per face. Use Permit 83-13 July 25, 1983 Page 2 2. Wall Signs A. Applicant is proposing three wall signs, two on the front elevation, which are a 48 square foot "M.P. & G." sign and a separate tune-up price sign, and a side elevation "M.P. & G." sign of 33 square feet. B. To meet code, the sign on the side elevation will have to be reduced to 25 square feet. The tune-up price sign will have to be removed and all existing wall signs will have to be removed. 3. Island Signs A. The applicant is proposing to install small island signs advertising "M.P. & G." tune-up. B. The code does not allow these types of signs. With these alterations, the sign program is acceptable to staff, and meets the requirements of Sign Code Ordinance No. 684. RECOFINE#D£D ACTION Staff recommends approval of Use Permit 83-13, per staff's alterations by the adoption of Resolution No. 2103. ASSOCIATE PLANNER EMK:jh 8 9 10 11 12 13 14 15 16 17 18 19 2O 21 22 23 24 25 26 27 RESOLUTION NO. 2103 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF'TUSTIN, CALIFORNIA, AUTHORIZING A REVISION TO THE SIGNING PROGRAM FOR AN ARCO GASOLINE STATION LOCATED AT 13742 RED HILL AVENUE The Planning Commission of the.City of Tustin does hereby resolve as follows: I. The Planning Commission finds and determines as follows: A. That a proper application, (Use Permit 83-13), has been filed by Donco & Sons, Inc. on behalf of ARCO Petroleum Products Company to authorize a change to the signing program, known as M.P. & G. Tune Up, at 13742 Red Hill Avenue. B. That a public hearing was duly called, noticed and held on said application. C. That establishment, maintenance and operation of the use applied for will not, under the circumstances of this case, be detrimental to the health, safety, morals, comfort or general welfare of the persons residing or working in the neighborhood of such proposed use, evidenced by the following findings: 1. The signing program is in substantial conformance with Sign Code Ordinance No. 684, as amended. D. That the establishment~ maintenance and operation of the use applied for will not be injurious or detrimental to the property and improvements in the neighborhood of the subject project, nor to the general welfare of the city of Tustin, and should be granted. E. Proposed development shall be in accordance with the development policies adopted by the City Council; Uniform Building Codes as administered by the Building Official; Fire Code as administered by the Orange County Fire Marshal; and street improvement requirements as administered by the City Engineer. F. This project is categorically exempt from the requirements of the California Environmental Quality Act. G. The Planning Commission hereby approves Use Permit No. · 83-13, to authorize a revision to the signing program for an ARCO station located 13742 Red Hill Avenue. A. The installation of marbelite street lights, as needed, shall be required along both street frontages. B. The installation of street trees shall be required along both street frontages. C. All required documents preparing the subject parcel for annexation to the Orange County Street Lighting Maintenance District No. 6 shall be submitted to the City. D. The proposed sign program shall be in accordance with the guidelines for gasoline pricing signs as developed by the State of California. E. The proposed sign program shall be in accordance with the provisions of the Sign Ordinance No. 684, as amended.
