AT THE CITY HALL COUNCILMEN PRESENT: Vincent L. Humeston, J. Roy Teter, Frank E. Bacon, Jr., and William H. Gray. COUNCILMEN ABSENT: William I. Miller. CITY ATTORNEY: C. Arthur Nisson, Jr., was present. The meeting was called to order by Mayor Humeston at 8:00 P. M. Minutes of the previous meeting were read and approved. Mayor Humeston presented correspondencs from the 32rid District Agricultural Association relating to a request for an exhibit of the City of Tustin during the 1952 Orange County Fair. A letter from the State Department of Finance, Allocation Division, at Sacramento, inform- ing the City Attorney that there remains to the City's credit in its Chapter 20 Allocation Account the sum of $8,464.60, and in the City's Chapter 47 Plans Account the sum of $43.31. Also a letter from the County Sani- tation Districts of Orange County requesting a certi- fied copy of the Resolution confirming Vincent L. Humeston's appointment as Mayor of Tustin and a certi- fication of the Alternate Director as appointed by the City Council. APPOINTMENTS' Mayor Humeston announced the appointment of. the fol- TO PLANNING lowing six persons as members of the Tustin Planning COMMISSION Commission. Messrs. Lee Byrd, Albert Farnsworth and John A. Siegel for terms of three (3) years each from May 1, 1952. Messrs. William H. Gray, Frank E. Bacon Jr. and William I. Miller for terms of two (2) years each beginning May 1, 1952. TIME BOOK The need for keeping an accurate time record of the FOR POLICE hours worked by all Tustin Police Officers was brought DEPT. up by Mayor Humeston. On motion of Councilman Teter, seconded by Councilman Gray and carried, Police Com- missioner Bacon was requested to see that a Time Book is set up by the Tustin Police Department. RESOLUTION City Attorney Nisson presented Resolution No. 305 en- NO. 305 titled "A Resolution of the City Council of the City ADOPTED of Tustin Appointing a City Judge, Deputy Tax Col- lector, Clerk of the City Court, Building Inspector, Electrical Inspector, Plumbing Inspector, City At- torney, Auditor, Deputy Assessor, Treasurer and a City Engineer. On motion of Councilman Teter, sec- onded by Councilman Bacon and duly carried, Resolu- tion No. 305 was adopted. COMMISSIONERS Mayor Humeston announced the following appointments APPOINTED to Commissionerships within the City Council. Com- missioner of Streets, William I. Miller and J. Roy Teter, Deputy Commissioner; Commissioner of Finance, William H. Gray and William I. Miller, Deputy Com- missioner of Buildings and Utilities, J. Roy Teter; Commissioner of Parks and Recreation, Frank E. Bacon, Jr., and J. Roy Teter, Deputy; Commissioner of Police, Frank E. Bacon, Jr., and William H. Gray, Deputy. The proposed Subdivision Ordinance was presented in ten- tative form by City Attorney Nisson who stated that the same will be presented for first reading at the next meeting of the Council. Councilman Teter reported that he had contacted the roofer who installed the roof on the City Hall in re- gard to a reported leak in the roof at the North West Corner of the Court Room and that the Roofer reported that upon examination no leak was found in the roof but that it was probably the wall that was leaking.
