Tustin Community Hospital Land Use Status
Adjacent neighbors of the Tustin Community Hospital have rececently
complained concerning noise, music and verbal harassment generated by
patients at the Hospital's alcoholism recovery service. Pursuant to these
complaints, Council questioned the legality of the program in relation to
the property's zoning.
The Tustin Community Hospital is located within the Public and
Institutional zone, which permits community hospitals but does not
differentiate what programs such a facility might offer to the community.
Since community hospitals typicall~ offer community outpatient progams,
staff does not view the subject alcoholism recovery service as a violation
of the City's zoning regulation. 'However, that does not justify noise,
music and verbal harrassment upon neighbors of the hospital.
Chief Thayer, in his memorandum to the Council dated July 26, 1983,
addresses the issue of neighborhood disruption and believes the issue has
been properly disposed of. Should the Council desired further input from
staff, I will be prepared at the meeting to answer your questions.

SUBJECT: ALCOHOLISM RECOVERYSERVICE - TUSTIN COMMUNITY HOSPITAL
The complaints from neighbors of the Tustin Community
Hospital (TCH) about noise, music, and verbal harassment
after midnight has been addressed.
We contacted responsible people at the hospital and
neighbors who were complaining, and we believe the issue
has been handled. The attached letter from Michael
Servais, Executive Director of TCH, gives us reasonable
assurance that he will take whatever action necessary to
eliminat~ the causes of the disturbances.
-RECOMMENDATION:
No further action.

Dear Mr. Houston:
I am writing to formalize our discussion on Thursday, May 23,
1983, regarding neighbors' complaints about the Adolescent
Alcohol Rehabilitation Unit at Tustin Community Hospital.
I wish' to assure you again that the hospital will do everything
possible to see that we do not bother our neighbors. We
feel that~we supervise patients of this unit very closely,
and we do. everything possible to avoid them being bothersome
to our neighbors.
We have instructed our staff to be extra careful about
reducing noise levels when the youths return from programs~.in the
evening and to get them quickly.back into the unit. We ~i
have discussed this issue with the neighbors and feel that,
the situation is well undercontrol. Hopefully, the City
Council and your office will not have to hear any additional
complaints. .~ !
Should any problem arise, please contact my office i~=~Lediately.
I assure you prompt and forceful action will be taken to
correct any problems which might occur. Thank you for your
consideration in discussing this with me.

Arseniga had a list of specific complaints:
I. ~.,Basketball games until midnight.
2. The bars that were erected to prohibit vehicular traffic at the
rear of the hospital were taken down approximately two months
ago.
3. Cursing and verbal harassment of apartment tenants hy Recovery
patients.
4. Loud noise, music and singing at midnight and beyond.
I called Jorgensen and told him of the complaints. He say~ the
program directives require that all patients should be in their
rooms with lights out at 10 P.M. He will meet with his staff
reiterate those directives.
Jorgensen says the vehicle bars are not down but he will ensure
they remain up.
Jorgensen also says he has seen several juveniles who are not
associated with his program involved with harassing and tormenting
the neighboring tenants. These juveniles are apparently using the
Recovery Service grounds as a short-cut.
Jorgensen was very cooperative and concerned and assures me he will
take steps to again resolve the problems. He also extended an
invitation to all residents of 1101 Sycamore to meet with him and
see what his program entails.
I contacted Arseniga and relayed the results of my talk with
Jorgensen and his invitation. Arseniga will continue to monitor
problems with the program and communicate on-going problems
directly to Jorgensen. She will contact TPD on a case-by case
basis for immediate resolution.
She will also try to determine if the boisterous juveniles are
program patients or neighborhood kids.
Both parties are very cooperative and undertanding of the other's
position. Both express a desire to resolve-the problems to their
mutual satisfaction.
