COUNCIL OF TUSTIN, CALIFORNIA,
HELD ON MONDAY EVENING, MARCH
17, 1952, AT 7:30 P. M. AT THE
CITY HALL
COUNCILMEN PRESENT: Vincent L. Barneston, William I. Miller,
Frank E. Bacon, Jr., William H. Gray
and J. Roy Teter.
COUNCILMEN ABSENT: None
CITY ATTORNEY: C. Arthur Nisson, Jr., was present,
Mayor Humeston called the meeting to order at 7:30
P. M.
Minutes of the previous meeting were read and ap-
proved.
ROCKWELL PRO- Mayor Humeston presented a letter from the Rockwell
TESTS TAX ON Cigarette Service in which Mr, Rockwell protested
VENDING that the present City License Tax of $15.00 per year
MACHINES per machine as specified in Ordinance No, 69 is ex-
cessive and out of line with the tax charged in other
cilties.
Mr. Eugene L. Galentine, of Orange, was present and
stated that he now has seven 1cent Vending Machines op-
erating in Tustin and that he objected to an inter-
pretation of Ordinance No, 69 which would require
$5.00 per year to be paid as a Business License for
each machine. After discussion Councilman Miller
moved that Mayor Humeston appoint a Committee to
study the matter and to submit recommendations at a
later meeting of the Council. Seconded by Councilman
Gray the motion duly carried. Mayor Humeston then
appointed Councilman Miller as Chairman and Council-
man Gray and Teter as members of the above mentioned
Committee,
Mr. Quincey L. Hardy was present at the request of
the Council and was questioned as to his authority.
for moving a small building onto his lot on West
First Street recently. After discussion Councilman
Teter moved to table the matter until further infor-
mation can be obtained from Building Inspector
Broomell. Seconded by Councilman Bacon the motion
carried,
PERMISSION TO Mayor Humeston presented and read a letter from the
SELL LILY'S Orange County Society for Crippled Children in which
GRANTED permission was requested to sell paper Easter Lillies
on the streets of Tustin on Saturday, March 29th. On
motion of Councilman Gray, seconded by Councilman
Teter and duly carried, permission was granted.
City Attorney Nisson read specifications for trim-
ming and topping of Eucalyptus trees on Prospect
Street at Lockwood Park Place as prepared by City
Engineer McBride, On motion of Councilman Teter,
seconded by Councilman Bacon and duly carried, Mr.
McBride was requested to secure separate bids on
trees on the North side and on the South side of
Lockwood Park Place and that all bids be opened at
the next meeting of the Council at approximinately
8:30 P. M. on Monday, April 7th.
Councilman Miller moved that City Engineer McBrtde
complete negotiations with property owners relative
to curbing on Second Street, East ~f:~D",to Pros-
pect Street on beth sideS. The City to grade and
pave between curbs. Councilman Teter seconded the mo-
tion which was carried.
ARTHUR O. PARK On motion of Councilman Gray, seconded by Councilman
TO BE HIRED AS Miller and duly carried, the City Clerk was author-
ASSESSOR ized to secure the services ef Arthur O. Park to
assess real and unsecured personal property within
the City for the fiscal year 1952-53 as required.
BILLS The fellowing bills were presented, approved and or-
dered paid on motion of Councilman Teter, seconded
by Councilman Miller and duly carried.

The meeting was adjourned on motion of Councilman
Miller, seconded by Councilman Teter and duly
carried.
