BACKGROUND: A few months ago, City Council requested staff to review the feasibility of removing the two hour parking restriction on the southerly side of First St. between "B" St. and "A" St. In lieu of stu~ing only this isolated area, the entire length of First St. (both sides between the Costa Mesa (Newport)'Freeway and Newport Avenue was evaluated. For the first few years after the widening of First St. in 1973/74, similar requests for the removal of the parking restrictions had been made to the City and, as a result of previous studies, the parking restrictions have remained in place. DISCUSSION: A letter questionnaire has been mailed to either all property owners, businesspersons, or residents along First St. within the area of concern with the exception of those that had no existing parking on First St. A total of ninety-eight (98) letters were mailed asking for either concurrence or non-concurrence of the requested parking restriction removal. As of this date, a total of sixty-eight (68) responses were returned, plus three being returned by the post office as not being deliverable. The response effort is 69%. The breakdown of responses is as follows: Number of % of Responses Responses Remove Parking Restriction 25 36.8 No Action On Parking Restriction 42 61.8 No Opinion 1 1.4 TOTALS ~'~ 100% Over the last three years, staff has not received any comments or requests, except for the current request, with respect to the removal of parking restrictions along First St. In the event the Council elects to remove parking along the southerly side of k~First St. between "A" and "B" Streets, it is suggested that the restriction be JULY 8, 1983 REMOVAL OF TWO HOUR PARKING RESTRICTION PAGE TWO removed from both sides of First St. between the Costa Mesa Freeway and Newport Ave. so as not to create a alternating effect which could be confusing to motorists.
