ON-STREET PARKING - YORBA STREET
RECOMMENDATION:
That the Tustln City Council defer any action on this item until such time it is
determined as to what modifications, if any, will be made to Yorba St. between
Irvtne Blvd. and Seventeenth St.
BACKGROUND:
During June of 1982, the City Council considered a request for on-street parking
on Yorba St. between Vandenberg Lane and Norwood Park Place and denied the same.
This request consisted of on-street parking on both sides of Yorba St., two travel
lanes in each direction, and the elimination of the protected left turn lane.
In April of 1983, staff received another rquest to implement on-street parking
along Yorba St. in the same general vicinity as previously requested from the
following businessmen:
Tom Rossi, 14181 ~orba St.
Scott Souders/Oohn Gordin, 14211Yorba St.
Richard Stmontan 14101 and 14131Yorba St.
Staff presented a proposal to City Council at their May 2, 1983 meeting which
provided for on-street parking on the westerly side of Yorba St. (8 foot wide),
one twelve foot and one eleven foot wide travel lane in each direction and a ten
foot wide continuous median/left turn lane. The residents of the neighborhood
were opposed to any type of on-street parking adjacent to the office buildings
along Yorba St.
The City Council, at this meeting, reviewed this latest request, listened to
comment from the residents from the adjoining residential neighborhoods, and
directed staff to schedule a meeting with both the residents and the businessmen
to discuss the request and any potential solutions.
Staff has held two meetings with the community; the first on June 7th with
residents and business persons to discuss business needs for on-street parking and
the resident concerns of on-street parking, the second meeting was held on July
12th with the residents of the area wherein they expanded on their concerns
regarding the on-street parking and the traffic conditions along Yorba Street.
The main concern of the residents was the traffic safety along Yorba St. if
on-street parking was permitted adjacent to the office buildings.

DISCUSSION:
At the tirst community meeting, staff was requested to review the following items:
Review each office complex parking lot for the feasibility of reducing
landscaped areas and increasing parking spaces.
The four locations at 14211, 14181, 14131, and 14101Yorba St. were
reviewed and it was found that no additional parking spaces on-site could
be added by the deletion of landscaping. The amount of landscaping is
either at a minimum or is so located that it would not be feasible for
parking.
One exception to this is the possibility of constructing parking bays
within the public right-of-way and behind the curbltne. This would
require the relocation of street lights, trees, and sidewalks and the
dedication of additional right,of-way. This option has not been studied
in detail and will require more field review to determine its degree of
feasibility. Any construction costs-related to this option should be
borne by the adjacent property owners and not the community.
Review of potential sites within the near vicinity of the office
buildings that could be leased for parking and compile a list of
owners/addresses of such sites.
Attached to this memo as Exhibit "A" is a list of potential sites for
overflow parking. No contact has been made by the City to any of the
property owners.
3. Investigate the feasibility of ~he use of portable type parking lift
structures or permanent parking structures.
The use of the portable type parking lift structure is not allowed under
current City codes. Consequently, this item was not pursued any
further. It also appears that aesthetically, this type of structure
would not fit into the community.
A permanent parking structure is not feasible, in that the indtvudual
sites are not large enough to accomodate a structure and the required
ramps.
4. Review all street intersections along Yorba St. between Vandenberg Lane
and Irvine Blvd. with respect to clear zones for visibility.
This review has been completed and.it is recommended that all areas
adjacent to intersecting streets be red zoned for visibility.
It is my understanding that additional requests for modifications to
Yorba St. will be forthcoming from the residents and it is suggested that
any action be delayed until that time.

Staff has reviewed each of the office properties (parking lots) of the individuals
requesting on-street parking. A recap of the required number of spaces per City
Code and actual number of spaces existing is recapped below:

*City Code requires one parking space for each 300 S.F. of gross building floor
area.
Approximately one year ago, the owner of 14211 and 14181Yorba St. eliminated a
portion of the landscaping and restriped a portion of the parking lot to compact
spaces and was able to add about six to eight additional spaces. When these two
complexes were initially constructed, there were more parking spaces constructed
than what was required by City Code.
A review on' the parking lot useage has been made on each of the lots in question
and is attached as Exhibit "B". This recap shows that there were always spaces
available within the lots and that autos still parked within the drive aisles..
This could.be an indicator that the aisle parking is more of convenience than
necessity.
It appears that the needs for additional-parking stem from the intensity of use
and/or tennants of each buil dingJ I would assume each building owner and/or
tennant is aware of their individual needs and what is available to them when the
building ts either purchased or rented. The restricted on-street parking has
existed since Yorba St. was widened when the buildings were constructed and is not
a hardship caused by the City after-the-fact.
It is my understanding that the residents of the yorba St. area will be submitting
a letter requesting additional modifications to Yorba St. to help improve traffic
safety and control.

YORBA STREET ON-STREET PARKING REQUEST
RECOMMENDATION:
That the Tustin City Council, at their meeting of May 2, 1983, authorize the
restriping of Yorba St. between Seventeenth St. and Norwood Park Place as shown on
the attached drawing to provide on-street parking along the westerly side of Yorba
St. and approve a supplemental budget appropriation in the amount of $4,850 for
same to Account No. 2912.
BACKGROUND:
During June of 1982, the City CounCil considered a previous request for on-street
parking on Yorba St. between Vandenberg Lane and Norwood Park Place and denied
same°
Staff has received another request to implement on-street parking along Yorba
Street in the same general vicinity as previously requested from the following
businessmen:
Tom Rossi, 14181Yorba St.
Scott Souders, 14211Yorba St.
Richard Simonian, 14101 and 14131 Yorba St.
Mr. Rossi had made the previous request for on-street parking, Mr. Souders is the
new owner of the building at 14211Yorba, and Mr. Simonian has just begun to
experience a parking problem related to his office complex at 14101 and 14131
Yorba Street.
Previous requests had included the option of on-street parking for both sides of
Yorba St., which would require the elimination of the protected left turn pockets
or very substandard travel lanes and left turn pockets, and substandard parking
lanes.
These three businessmen have also requested the following:
1. Installation of a crosswalk across Yorba St. at Vandenberg Lane.
2. Installation of a traffic signal or stop signs at the Yorba St. and
Vandenberg Lane intersection.
As indicated in previous discussions on.this matter, the intense uses of the
office space such as escrow offices, insurance offices, and personnel agencies
impact the existing parking space~. Perhaps the City's parking requirements for
office use requires re-evaluation.

DISCUSSION:
Staff has again reviewed this request for on-street parking along Yorba St. and
has delineated a plan to provide on-street parking on the westerly side of Yorba
St. only. This plan provides for the following:
One 12 foot and one 11 foot travel lane in each direction
One 10 foot wide continuous median/left turn pocket
One 8 foot w~de parking lane along the westerly side of Yorba Street
This plan is delineated on the attached drawing.
This striping plan is not the most desireable with respect to lane widths and
roadway curvature; however, this layout will provide a substandard, but acceptable
travelway~
The estimated cost for removal of existing striping and restriping is $4,850.00.
If this work is authorized, it will be necessary to approve a supplemental budget
· appropriation in that amount.
This restriping plan will require the removal of an additional 65 Lin. Ft. of
on-street parking on the easterly side of Yorba St. adjacent to 14332 Yorba St.
A crosswalk has been shown schematically on the attached drawing. Staff does not
recommend that a crosswalk be installed until such time either a stop sign or
traffic signal is installed. Visibility at this intersection is too impaired and
a painted crosswalk would only provide a false sense of security to the
pedestrian.
A warrant study was performed for the requested stop sign installation on Yorba
St. at Vandenberg Lane. This intersection did not satisfy the standard warrants
for a three-way intersection per the Caltrans Traffic Manual. Any stop sign
installation at this intersection should be accompanied by a flashing red light
that will provide advanced warning to the stop signs. This flashing light is
necessary due to the location of the intersection within curvature of the roadway
and the resultant impaired visibility of the intersection for motorists on Yorba
St. The estimated cost of the advanced warning light is $11,200.00
The installation of a traffic signal at this intersection is not warranted at this
time. Again, the warrants per the Caltrans Traffic Manual have not been satisfied
for this intersection. The estimated cost for a traffic signal at Yorba St. and
'-~"~:.~, ,. Lane is $75,000.00.
