Analysis:
Throughout this enforcement effort, the speeds on Main Street have
fallen off notably. With the addition of the two-way left turn
lane on Main between Prospect and the west city limits, the speeds
have stabalized to the posted limits. The following are the
results of a recent radar survey conductd by traffic personnel
during the last week of June 1983.
Total of 521 vehicles clocked by radar during various peak hours
on Main Street between the west city limits and Prospect.
Under 35 MPH 113 vehicles 22%
35-40 MPH 274 " 53%
40-45 MPH 123 " 24%
45-50 MPH 6 " 1%
50+ MPH 5 " 1%
As shown above, 98% of the vehicles are traveling at a speed less
than 45 MPH. We do not cite in the 40-45 MPH range as the court
simply dismisses the citations. It is also notable that speeds in
the A.M. hours are slightly higher than those in the P.M.
