HomeMy WebLinkAboutCC MINUTES 1952 01 21 MINUTES OF A MEETING OF THE CITY COUNCIL OF TUSTIN, CALIFORNIA, HELD ON MONDAY EVENING, JANUARY 21, 1952, AT 7:30 P. M., AT THE CITY HALL COUNCILMEN PRESENT: Vincent L. Humeston, J. Roy Teter, Frank E. Bacon, Jr., William H. Gray and William I. Miller. COUNCILMEN ABSENT: None CITY ATTORNEY: C. Arthur Nisson, Jr., was present. Mayor Humeston called the meeting to order at 7:30 P. Minutes of the previous meeting were read and approved. Mayor Humeston called attention to a dinner meeting of the Orange County League of Cities to be held at the Anaheim Elks Club on Thursday, January 24, at 7:00 P. M. Councilmen Gray and Bacon stated that they planned to attend. RAY E. STATES The matter of Police Officer Ray E. States announced APPOINTED intention to return to work on Tuesday, January 22, CHIEF OF was brought up by Mayor Humeston. On motion of Council- POLICE man Bacon, seconded by Councilman Gray and duly carried, Ray E. States was appointed Chief of Police at $220.00 per month and Superintendent of Streets at $100.00 per month. Rae M. Huntsman was appointed Assistant Chief of Police, both appointments becoming effective on January 22, 1952. Resolution No. 301 entitled "A Resolution of the City RESOLUTION Council of the City of Tustin Appointing Chief of Po- NO. 301 lice, Streets Superintendent and Assistant Chief of ADOPTED Police and Fixing the Salary of Ray States" was adopted onemotion of Councilman Bacon, seconded by Councilman Gray and duly carried. The matter of trimming and topping several Eucalyptus trees on the West side of Prospect Street at Lockwood Park Place was discussed. Councilman Bacon stated that he thought it advisable to delay action until at least three bids were received. LICENSE FEES Mayor Humeston brought up the matter of License Fees FOR VENDING for Vending Machines as held over from last year. MACHINES Upon suggestion of Councilman Miller Council ordered UNCHANGED that License Fees for this type of business remain as stipulated in Ordinance No. 52, or $15.00 per year for each Cigarette Vending Machine. FEMALE DOG The matter of a $3.00 License Fee for Spayed Female LICENSE FEE Dogs was brought up. Council decreed that $3.00 UNCHANGED would continue to be the License Fee for all female dogs as decreed in Ordinance No. 5. Mrs. Leon C. Aerts, of 205 Tustin. Avenue, appeared before the Council and requested that the City pave Second Street, between Pasadena Street and Tustin Avenue. Council discussed the matter and requested that Councilman Miller investigate and submit a recommendation at a later meeting of the Council. FIRE CHIEF Mayor Humeston stated that the Fire Department had AND ASSISTANT recommended the appointment of Ralph S. Lindsay as APPOINTED Fire Chief and Harold Carson as Assistant Fire Chief for the year 1952. On motion of Councilman Gray, seconded by Councilman Teter and duly car- ried, the recommendation of the members of the Fire Department were approved and the appointments confirmed. Councilman Teter moved, seconded by Councilman Miller and carried, that a letter signed by Mayor Humeston be forwarded to the Fire Department thanking them for the dinner tendered to the Council and others on Thursday evening, January 10th. COUNCIL DECIDES Councilman Gray brought up the matter of a request AGAINST MATCH- from the State Office of Civil Defense that the City ING FUND FOR of Tustin set up a matching fund for the purpose of CIVIL DEFENSE local Civil Defense Education and Training. Mr. Gray TRAINING stated that he does not favor setting up a fund for this purpose. On motion of Councilman Gray, seconded by Councilman Teter and duly carried, the City Clerk was instructed to forward a letter to Mr. E. S. Dixon, in Sacramento, stating the Councit's decision in the matter and a copy of same to be forwarded to A. (Dan) Patch, in Santa Ana. Councilman Miller requested that Hardy & Harper be requested to remove the five drums of Road Material in the rear of the City Hall, open them, and pay the City whatever they are worth. BILLS The following bills were presented, approved and or- dered paid on motion of Councilman Miller, seconded by Councilman Teter and duly carried. Allen (Overtime) 8.40 Seaside Oil Co. 94.39 Tustin Fire Dept. 84.00 $934.67 The meeting was adjourned on motion of Councilman Teter, seconded by Councilman Miller and duly car- ried. Vincent L.
