Installation of "No Parking Any Time" signs along the northerly side of Nisson Rd. between Newport Ave. and 100 ft. easterly of Utt Dr. Ce The construction of a catch basin and storm drain lateral at the northeasterly corner of Newport Ave. and Nisson Rd. at an estimated cost of $8,500. BACKGROUND: ~ Start has received a petition (copy attached) with 122 signatures requesting curb construction on the northerly side of Nisson Road between Newport Avenue and 100 ft. easterly of Utt Dr. In addition to the curb request, the transmittal letter requested two other items as follows: 1. Elimination of parking of vehicles on the northerly side of Nisson Road across from the apartment buildings. 2. Elimination of constant nuisance water problem and deteriorated pavement at the northeasterly corner of Newport Ave. and Nisson Rd. DISCUSSION: The area where curb construction has been requested is located along the northerly side of Nisson Road adjacent to the Santa Ana Freeway chainlink fence. This area collects waste paper and debris which gets blown and trapped against the fence. All cleanup work has to be performed by hand labor. If a curb were to be constructed, the majority of the debris would be collected at the curb line and ultimately picked up with the street sweeping operation. Due to limited staffing, we are unable to schedule this area for manual cleanup on a routine schedule, but only on an as-needed basis. However, the construction of curbs along Nisson Road will not eliminate 100% of the handwork, but will only tend to reduce a portion of it. NISS6N ROAD CURB CONSTRUCTION REQUEST QUNE 14, 1983 PAGE TWO At the present time, curb installation along the northerly side of Nisson Road between Newport and 100 ft. easterly of Utt Dr. is not included within the Five (5) Year Capital Improvement Budget. The estimated cost for said work is $49,000.00 including all engineering design work. The parking of vehicles along the northerly side of Nisson Road can be eliminated by the installation of "No Parking Any Time" signs. This parking restriction will eliminate the need of pedestrians crossing Nisson Road at mid-block and, hopefully, will eliminate some of the litter and debris which is emitted from the vehicles parked on the northerly side of Nisson Rd. The continual deterioration of street pavement at the northeasterly corner of Nisson Rd. and NewpOrt Avenue due to nuisance water drainage along Newport Ave. can be eliminated by the construction of a catch basin and storm drain lateral at that corner. Staff is currently preparing a plan to accomodate same. Once the storm drain contractor has commenced work on the Red Hill storm drain, staff can solicit and negotiate a cost for installing same. It is estimated that this work will cost about $8~500 or less, which will pay for itself in about three years of street maintenance cost at that intersection. The estimated cost of $8,500 can be added to the 1982-83 storm drain projects and is within the budgeted amounts of those projects.
