ORANGE COUNTY TRANSIT DISTRICT - BUS "LAYOVER" ZONE
ON FIRST STREET
As per request, the following is a recap of the events leading to the existing bus
"layover" zone on First Street at Larwin Square. Also included is information
obtained verbally from Orange County Transit District (O.C.T.D.) as to changes
implemented and/or proposed for calendar year 1983 and anticipated impacts.
BACKGROUND:
l~e issue of buses in the Larwin Square area has been actively discussed for
several years. In 1980, Mr. Robert Nicholas registered a complaint regarding the
noise generated by the buses on Centennial Way during "layover" periods. Mr.
Nicholas suggested the "layover" zone be moved from Centennial Way to Newport
Avenue and/or First Street. (First Street had an existing "layove~ zone.) The
Larwin Square merchants'were contacted by O.C.T.D. regarding the Newport Avenue
proposal. O.C.T.D. met with adament opposition.
In a meeting held on September 8, 1980, Mr. Nicholas, O.C.T.D., and the City
agreed to try the following as a possible solution to the problem:
A. Remove all layover buses on Centennial Way.
B. The existing bus routes (#62, #66, #143, and #144) would use Centennial
for the purpose of TURNING THE BUSES AROUND.
C. Remove existing bus stops and red zones from Second Street and Centennial
Way locations.
D. Establish the bus stop and red zone at First Street and Centennial.
On December 8, 1980, new routings and "layover" zones were implemented as a direct
response to Mr. Nicholas's complaint. The agreed upon changes placed the heaviest
burden of "layovers" and red zones on First Street.
As stated in a staff report on March 19, 1982, in the past few years, the citizens
and the staff had concerns regarding the O.C.T.D. bus "layover" zone on First
Street. Initially, this location was sufficient to meet immediate needs; however,
as transit services increase, alternative measures need to be pursued to meet
future community requirements.

At that time, it was recommended that the City enter into a joint feasibility
study with O.C.T.D. to assess these needs. In particular:
a) Consideration of sites other than in the vicinity of Larwin Square.
b) Increase the number of buses within the community.
The maximum cost to the City would have been $5,000. At the Council meeting of
April 19, 1982, Council chose not to participate in the study.
Mr. Steve Bjornson, the O.C.T.D. representative most closely associated with the
situation in the Larwin Square area, is currently on jury duty. One of his
assistants, Mr. Don Valles, verbally provided information as to the implemented
1983 changes'in this area as well as changes that will become effective this
September.
The implemented changes are as follows:
1. One additional trip on route #65 Monday thru Friday - no additional bus,
only extended hours.
2. Two additional tripslon route #66 -'Saturday only.
3. Five less trips on route #22 - Monday thru Friday.
The changes to become.effective in September are:
1. Seven fewer buses on route #65 - Monday thru Sunday (94 trips).
2. Three fewer buses on route #68 - Monday thru Friday (24 trips).
3. Two fewer buses on route #144 - Monday thru Sunday (89 trips).
4. Five fewer buses on route #72 - Monday thru Friday (39 trips).
O.C.T.D. stated these changes will not reduce service to our community, but rather
will heighten the efficiency of the service in proportion to ridership.
If Council needs further information, a meeting with an O.C.T.D. representative
can be scheduled.
