COUNCIL OF TUSTIN, CALIFORNIA,
HELD ON MONDAY EVENING, DECEMBER
17, 1951, AT 8:10 P. M. AT THE
CITY HALL
COUNCILMEN PRESENT: Vincent L. Humeston, Frank E. Bacon, Jr.,
J. Roy Teter, William I. Miller and Wil-
liam H. Gray.
COUNCILMEN ABSENT: None
CITY ATTORNEY: C. Arthur Nisson, Jr., was present.
Mayor Humeston called the meeting to order at 8:10 P. M.,
immediately following adjournment of the meeting of the
Tustin Planning Commission.
Minutes of the previous meeting were read and approved.
Mayor Humeston called attention of the Council to the
fact that Mr. C. A. Vance had contacted the City Clerk
in regard to the unsightly condition of the alley and
space in the rear of the Francis Apartments opposite
the City Hall. Council suggested that Councilman Gray
confer with City Engineer McBride who it is believed
has some ideas in regard to working out a deal with
Mr. Francis relative to blacktopping the entire space
in the rear of the Apartments, including the alley
portion.
A copy ef the "Digest of Sewerage Enabling Acts of the
State of California was presented to City Attorney
Nisson at the suggestion of Councilman Gray for the
Attorney's information.
Councilman Miller presented a letter from Rev. Frank
Scott, of the Advent Christian Church, relative to
the cracked and broken condition of the sidewalk in
front of the Church. Councilman Miller suggested that
City Engineer McBride ask for bids on this project
and that the Church pay their portion of the cost.
On motion of Couneilman Miller, seconded by Council-
man Gray and duly carried, it was agreed that the
Street and Park Commissioners cooperate with the City
Engineer and present a recommendation at the next
meeting of the Council.
Councilman Miller moved that Ordinance No. 84 re-
lating to "Issuance of Special Burning Permits by
the City Council" be read by title only. Seconded by
Councilman Teter the motion duly eartied.
ORDINANCE On motion of Councilman Miller, seconded by Council-
NO 84 man Teter and unanimously carried, Ordinance No. 84
ADOPTED was adopted.
Mayor Humeston suggested that a survey be made of the
several urban communities that receive benefits from
the County General Fund and requested that each Council-
man endeavor to get specifie data of such instances so
that Assemblyman Stanley can be informed of t he situ-
ation.
Council authorized the Police Department to send Christ-
mas cards to the Police Departments of other communi-
ties and that cost of same be paid out of Petty Cash.
Upon suggestion of Councilman Bacon the 1951 Penal
Code for the use ef the Police Department and the1951
Government Code for use of the City Attorney, were au-
thorized to be ordered by City Attorney Nisson.
BILLS The following bills were presented, approved and 9rdered
paid on motion of Councilman Teter, seconded by Council-
man Gray and carried.

The meeting was adjourned on motion of Councilman Teter,
seconded by Councilman Miller and duly carried.
