MAIN STREET TRAFFIC STUDIES
RECOMMENDATION:
That the Tustin City Council, at their meeting of May 16, 1983 authorize the
re-striping of Main St. between Williams St. and "C" St. and a supplemental budget
appropriation in the amount of $2,570.00 to cover the cost of same.
BACKGROUND:
In mid March, 1983, the Police Chief met with the residents of Main Street to
discuss potential solutions to the residents concerns regarding traffic along Main
Street. As a result of this meeting, it was requested that staff study three
elements of traffic control/enforcement along Main Street as follows:
1. Radar Speed Study
2. 'Restriping of Main Street
3. Traffic Signal Installations
The results of each of these studies are discussed below:
On May 3rd, Chief Thayer and myself met with the residents of Main St. and
reviewed the results of these studies. It was a consensus of the group that the
striping plan as presented be implemented as soon as feasible and, after the plan
has been in operation, the staff would again review the need for stop signs and/or
traffic signals at Main and B Streets or Main and Pacific Streets.
DISCUSSION:
The three study elements are recapped as follows:
RADAR SPEED SllJDY
This speed study was performed along Main St./Bryan Ave. between the westerly city
limits and Browning Ave. between the period of March 30th and April 6th of 1983.
The following is a recap of the 85th percentile speeds as measured:

As indicated, the 85th percentile speed has not decreased, but some of the overall
higher speeds have been decreased since the previous radar study.
RESll~IPING OF ~IN Sll~EET
Attached is a plan that has been prepared to provide for the following along Main
Street between Williams Street and Newport Avenue:
1. One travel lane (minimum 12 feet wide) in each direction.
2. A painted median (ten feet wide) with left turn pockets at street
intersections and continuous access for driveway ingress/egress.
3. 'One parking lane (minimum 8 feet wide) on each side of the street.
The scope of this restriping .plan could be cut back to "C" Street'if 'so desired,
which would result in a reduced cost of the restriping work.
The estimated cost for removal of existing markings by sandblasting, installation
of new markings, and replacement/relocation of traffic signal detection loops at
E1Camino Real is as follows:
Williams St. to Newport Ave ..... $7,525.00
Williams St. to "C" St ........ 2,570.00
The Town Center project as well as other developments within and outside of the
community will generate additional AM/PM peak hour traffic on Main St. which will
ultimately require two travel lanes in each direction on Main St. and will cause
the eventual removal of on-street parking.
