LOCAL LAW ENFORCEMENT BLOCK GRANT PROGRAM
SUMMARY:
The Omnibus Appropriations Act for fiscal year 1999 (Public Law 105-119) authorizes
the Director of the Bureau of Justice Assistance (BJA) to make funds available to local
government under the Local Law Enforcement Block Grant (LLEBG) Programs for
reducing crime and improving public safety. The Police Department proposes to use the
2003-2004 LLEGB funds to purchase communications equipment, specialized
equipment and weapons for tactical entry situations and a video reproduction system to
handle both VHS and DVD applications.
RECOMMENDATION:
1. Open and close a Public Hearing.
2. Authorize usage of the funds as recommended by the Police Department.
FISCAL IMPACT:
The grant award is in the amount of $47,354.00 and does require a matching amount of
$5,262.00, for a total appropriation of $52,616.00.
BACKGROUND:
This year the police department is looking to enhance several different areas of service.
The first area is communications equipment, primarily handheld radios and
communication officer headsets. With the increased utilization of the Community
Response Vehicle in critical situations, there is a strong need to add these items so we
can effectively communicate with outside agencies and responding resources

Tactical responses to a wide range of situations have increased substantially over the
last two years. In order to properly secure a scene, proceed with high risk evacuations
and minimize the risk to our citizens and officers, we will be adding state of the art
tactical equipment and weapons to more effectively deal with these situations,
Our department has experienced a substantial increase in requests from the courts for
the duplication of audio and video tapes, whether they are from the in-car video
cameras, training instruction or critical incident documentation. Our current system only
allows for singular duplication in real-time and only in the VHS mode. These funds will
provide us the ability to purchase equipment for duplicating a wide range of audio-visual
recordings in a timely manner, avoiding the cost of contracting the requests to a vendor.
On July 29, 2003 a meeting of the Advisory Board as required by the grant was held.
The Advisory Board expressed no opposition to the purpose as outlined by the Police
Department for expenditure of the funds.
