MINUTES OF A MEETING OF THE CITY
COUNCIL OF TUSTIN, CALIFORNIA,
HELD ON MONDAY EVENING, AUGUST
6, 1951, AT 7:30 P. M., AT THE
CITY HALL
COUNCILMEN PRESENT: Vincent L. Humeston, William I. Miller,
Frank E. Bacon, Jr., William H. Gray
and J. Roy Teter.
COUNCILMEN ABSENT: None
CITY ATTORNEY: C. Arthur Nisson, Jr., was present.
Mayor Humeston called the meeting to order at 7:30
Minutes of the previous meeting were read and ap-
proved.
INSURANCE Mr. Dave B. Carmichael, of the Orange County In-
COVERAGE FOR surance Agency, was present and stated that the
1951-52 insurance coverage for all City equipment for the
fiscal year July 24, 1951, to July 24, 1952,
would amount to $309.88 and that the total prem-
ium for all City insurance, including streets and
sidewalk liability, would be $805.90.
Street Superintendent McMullen stated that on
Friday, August 16th, he will use the City Grader
and form a dirt curb on the South side of Third
Street between "C" and "D" Streets, in order to
facilitate parking in that block.
RESOLUTION NO. Councilman Gray stated that he had received a rec-
291 ADOPTED ommendation from the Reginal Civil Defense Council
proposing that in future Orange County will be
designated as Area X, Region 9. Resolution No. 291
pertaining to the above change and entitled "A Re-
solution of the City Council of the City of Tustin
Ratifying the Reginal Plan for Civil Defense was
presented by City Attorney Ntsson and adopted on
motion of Councilman Gray, seconded by Councilman
Teter and duly carried.
RESOLUTION NO. Resolution No. 292 entitled "A Resolution of the
292 ADOPTED City Council of the City of Tustin Fixing and De-
termining the salaries of Certain City Employees"
was presented and adopted on motion of Councilman
Miller, seconded by Councilman Gray and duly car-
ried.
1951-52 BUDGET Mayor Humeston brought up the matter Of the budget
AGREED UPON for the fiscal year 1951-52. After lengthy d iscus-
sion and presentation of estimates it was unani-
mously agreed that the sum of $15,979.79 must be
raised through taxation on real property, that
$35,790.21 is the anticipated amount to be re-
ceived from other sources making a total of
$51,760.00 as the amount necessary to carry on
the various departments of the City. The tax rate
for the coming fiscal year was discussed and ten-
tatively set at .80 cents per l00 valuation.
RESOLUTION NO. Resolution No. 293 entitled "A Resolution of the
293 ADOPTED City Council of the City of Tustin Fixing and Deter-
mining the Amount of Money Necessary to be Raised
by Taxation Upon the Taxable Property Within the
City of Tustin as Revenue to Carry On the Various
Departments of said City for the Fiscal Year 1951-
52" was presented and adopted on motion of Council-
man Miller, seconded by Councilman Bacon and duly
carried.

Councilman Bacon read a letter from Mr. J. A. Morris
regarding the condition of certain trees within the
City' s Parkways,
Councilman Miller moved to adjourn. Councilman Teter
seconded the motion. Motion carried.
